All property owners, aged 65 and over, who receive a real property tax exemption pursuant to § 467 of the Real Property Tax Law because of their age and income and who pay a special district refuse collection charge, shall be entitled to an annual discount of 10% on such charges.

The effect of this resolution shall be retroactive to January 1, 1981.
