No person shall permit a dog or other animal,
domesticated or not, owned by him or under his control to defecate
on or defile, befoul, corrupt or otherwise desecrate the property
of another, whether it is public or private property, within the Borough
of Media.
The use of public parks, greens and playgrounds
in the Borough of Media shall hereinafter be restricted by prohibiting
the use of such places for the exercise and walking of dogs or other
animal, domesticated or not.
Anyone permitting a dog or other animal, domesticated
or not, to run freely or to run while under the control of an owner
or custodian or permitting a dog or other animal, domesticated or
not, under leash or rein upon any public park, green or playground
of the Borough of Media shall be in violation of this article. The
Secretary of the Borough of Media shall cause the areas so restricted
to be posted, giving notice of the restrictions imposed by this article.
Anyone found guilty of violating any section
of this article shall be guilty of a summary offense and shall be
subject to a fine of not less than $50 for a first offense. Anyone
found violating this article for a second or subsequent time shall
be guilty of a second offense and shall be subject to a fine of not
less than $50 nor more than $600. Upon conviction of either offense,
the cost of prosecution shall also be imposed.
