A. 
No vehicle with a body width in excess of 84 inches (seven feet) and/or a vehicle over 253 inches (21 feet) in length, including any trailer or tractor-trailer combination, truck or bus, and no trailer of any size, including boat trailers, U-haul trailers or other apparatus for hauling drawn by an automobile, truck or tractor or any recreational vehicle (RV), mobile home, boat and/or trailer shall be parked on any roadway, street, alley and Borough owned or controlled parking areas of the Borough of Morrisville, except for local delivery or pickup in progress or while work is in progress, which work pertains to the use of that vehicle, such as electrician, plumber, carpenter, heating and air conditioning installation or repairs or on-call tow vehicles.
B. 
Except that the parking of a recreational vehicle shall be allowed in front of the recreational vehicle owner's property while actively engaged in loading or unloading of said vehicle, not to exceed 72 hours (three days). Recreational vehicles owned by a person not a Borough resident that is visiting a resident of the Borough may be parked on the street in proximity of that resident for a period not to exceed 168 hours (seven days). Notice shall be made to the Police Department by the resident or resident's representative, identifying the host resident name, address and phone; visitor's name, make and model of recreational vehicle and dates that the vehicle will be parked within the Borough.
C. 
Except that the parking of a boat and/or boat trailer shall be allowed to be parked and remain parked in front of the residence of the owner of the boat and/or boat trailer when the total length of the boat and/or boat trailer does not exceed 25 feet and its owner does not have off-street parking from the public roadway, street or alley available. Any resident owner of a boat and/or boat trailer which is served with a parking violation ticket may appeal the ticket on a form prescribed by the Chief of Police, to the Chief of Police, who shall act on the appeal within 15 working days from the notice of the violation. An unfavorable decision of the Chief of Police may be appealed to the Mayor, who shall act on the appeal within 10 working days of the notice of the Chief of Police to uphold the violation. No citation for failure to pay a ticket shall be issued during the appeal process. All boats and/or trailers that are parked in violation of this section are subject to towing at the owner's expense.

A. 
Public streets and public parking facilities within commercial areas may be designated with time limitations. It shall be unlawful to park a vehicle in any area so designated by posted signs for longer than designated time limits. Vehicles parked longer than posted time limits are subject to fine(s) and/or impoundment.
B. 
A vehicle will be deemed to have been parked longer than the posted time limit if it has not been moved after the expiration of the maximum time limitation indicated on posted signage.
C. 
Curbside street parking along Bridge Street between Pennsylvania Avenue and Delmorr Avenue in Morrisville Borough shall be limited to two hours.
D. 
Council may, from time to time and within its discretion, designate other areas, streets and/or blocks where parking may be restricted between certain hours, and such restrictions shall be clearly marked with signage indicating the applicable time restrictions.
E. 
For any vehicle on any street or public parking facility which is parked in violation of the regulations of this chapter, it shall be presumed that the registered owner of the vehicle parked the vehicle in violation of this chapter, or permitted others to park his vehicle in violation of this chapter, and the registered owner is responsible for the violation and for the fine or civil penalty imposed.
F. 
The parking regulations established by this chapter are not all-encompassing, and additional regulations may be established by posting permanent or seasonal signs stating the additional regulation imposed, or by police officers directing traffic during periods of heavy traffic volume or during periods of emergencies, or during special events as designated by the Borough Manager.

No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property, except in case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal as soon as possible.

No person shall park or caused to be parked any vehicle on a public roadway, street, alley, parking lot or other public property or Borough owned or controlled parking areas and cover such vehicle with cloth, vinyl, tarp or any other material when such covering obscures from view the license plate, inspection sticker and windows. Any vehicle with such covering is subject to removal of such covering by a law enforcement officer to determine that the vehicle has a proper license plate and inspection sticker and that there are no unlawful materials inside the vehicle which the officer is able to observe through the windows of said vehicle.

A. 
Two-way highways. Every vehicle standing or parked on a two-way highway, shall be positioned parallel to, and with the right-hand wheels within 12 inches of, the right hand curb, or in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
B. 
One-way highways. Every vehicle standing or parked upon a one-way highway shall be positioned parallel to the curb or edge of the highway facing in the direction of authorized traffic movement with its right-hand wheels within 12 inches of the right hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder or, with its left-hand wheels within 12 inches of the left-hand curb or, in the absence of a curb, as close as practicable to the left edge of the left-hand shoulder.
C. 
Angle parking. Angle parking is prohibited, except where official signs have been erected permitting angle parking and where lines or markings shall have been painted or placed on the highway or lines or markings placed upon a trafficway for the purpose of designating angle parking places. It shall be a violation of this chapter to park any vehicle across such line or marking or to park a vehicle in such a manner that the entire vehicle shall not be entirely within the area designated by such lines or markings.
D. 
Extra wide vehicles. No person shall park a vehicle of any width when such vehicle would intrude into the traffic lanes of any roadway and reduce the width of such lane to less than 12 feet on one-way streets and 24 feet on two-way streets.
E. 
"T" intersection. Parking in "T" intersections is prohibited. A "T" intersection is that intersection formed by one roadway abutting another roadway at an angle with the abutting roadway terminating at the through road and not continuing through. The intersection is formed by extending imaginary lines across the through roadway from the abutting roadway. No person shall park any vehicle in this type of intersection or within five feet of the intersection on the through roadway when such vehicle would restrict or prevent a vehicle entering the roadway from traveling straight or prevent or restrict any vehicle from making a turn in a singular movement consistent with traveling at a lawful and prudent rate of speed.

Except for persons parking vehicles lawfully bearing registration plates or parking placards issued to handicapped persons or disabled veterans, no person shall park a vehicle on public or private property reserved for a handicapped person or disabled veteran, which property has been so posted in accordance with Pennsylvania Department of Transportation regulations.

A. 
Permits for limited parking areas for physically handicapped individuals shall be issued by the Police Chief upon application by the individual requesting the limited parking area. The following information and documents shall be included with the application:
(1) 
The applicant must have a physical impairment which substantially limits one or more major life activity.
(2) 
The applicant shall have and submit a record or documentation supporting the existence of such physical impairment.
(3) 
The applicant's physical handicap must be of such a nature so as to require a parking area in close proximity to the individual's residence.
(4) 
The parking spaces near the applicant's home shall be necessary to afford the applicant an equal opportunity to use and enjoy the home.
(5) 
The parking space near the applicant's home does not cause undue hardship to other residents of the neighborhood.
(6) 
The parking space afforded to the applicant does not pose a demonstrable threat of harm to the health and safety of others.
(7) 
The applicant must own and operate a motor vehicle licensed by the Commonwealth of Pennsylvania or be an owner and operator and a parent or person in loco parentis to the handicapped or disabled person who resides in the applicant's residence.
(8) 
The applicant must own the residence at which conditional parking is sought or must have the owner of the property join in the application.
(9) 
The applicant or owner must have made all necessary and reasonable alterations to the property such as ramps, curb cuts, or improved access for handicapped persons before filing their application for handicapped parking privileges.
(10) 
In the case of an applicant who applied as a parent or a person in loco parentis to the handicapped or disabled person, the handicap or disability must be of such a nature as to render the handicapped person nonambulatory and require such person to be transported by wheelchair or equivalent equipment.
(11) 
The applicant or owners shall execute an agreement to restore curb cut or other alteration to public property to its original condition should handicapped parking privileges no longer be necessary.
(12) 
The applicant shall upon written request by the Borough supply current verification of the handicap condition or current verification of applicant's vehicle ownership and driver's license in order to continue to retain the handicapped parking space.
(13) 
The applicant shall pay an application fee, which shall be an amount equal to the cost of purchase and installation of any required signage.
B. 
The application shall be submitted to the Chief of Police. The Chief of Police, or designee, shall review the application with the Public Works Director for completeness and conformance with this section.
C. 
The following are established as special purpose parking zones, and it shall be unlawful for any person to park a vehicle or to allow it to remain parked, in any such zone, except as specifically provided for that zone:

It shall be unlawful for any person to repair any vehicle, except in case of emergency or urgent necessity, upon any of the streets, roadways or alleys, or Borough owned or controlled parking areas in the Borough of Morrisville, it being the intent of this section to prohibit altogether any person from using the streets or alleys or Borough owned or controlled parking areas for the purpose of repairing vehicles.
A. 
Sidewalks.
(1) 
Pedalcycles are prohibited from parking on a sidewalk in a business district;
(2) 
A pedalcycle parked on a sidewalk shall not impede the normal and reasonable movement of pedestrian or other traffic.
B. 
Roadways.
(1) 
A person shall not park a pedalcycle in such a manner as to obstruct the movement of a legally parked motor vehicle;
(2) 
A pedalcycle may be parked on the roadway at an angle to the curb or edge of the roadway and any location where parking is allowed;
(3) 
A pedalcycle may be parked on the roadway abreast of another pedalcycle or pedalcycles near the side of the roadway at any location where parking is allowed; and
(4) 
In all other respects, pedalcycles parked anywhere on a highway shall conform with the remaining provisions of this Article III.

It shall be unlawful for any person to use any of the roadways, streets, alleys, rights-of-way, Borough owned or controlled parking areas in the Borough of Morrisville for the purpose of the display for sale or the storage of any vehicle. Except that the owner of a vehicle for private sale may display a temporary "for sale" sign not to exceed eight inches by 14 inches within said vehicle when that vehicle is maintained and operated for the regular and personal use of the owner.

A bicycle or pedal vehicle parked on a sidewalk shall not impede the normal and reasonable movement of pedestrians or other traffic.

Any person violating this chapter (except handicapped parking) is guilty of a summary offense and shall, upon conviction thereof, be sentenced to pay a fine of not less than $25 nor more than $75. Persons guilty of unlawfully parking in handicapped designated parking spaces shall pay a fine in accordance with the Motor Vehicle Code.

The violator of a parking violation may pay the fine indicated on the citation by mailing a check to, or appearing at, the Morrisville Police Department within five days. Failure to pay the fine within five days shall result in the citation being filed with the District Court for further disposition.
