It shall be unlawful for any owner or operator of any motor vehicle, or other vehicle, to park such vehicle between the hours of 9:00 a.m. and 5:00 p.m. on Monday, Tuesday, Wednesday, Thursday, Friday or Saturday for more than two hours at any parking meter officially within the Borough of Morrisville, except on any of the following legal holidays: New Year's Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day and Christmas Day; upon any of the portions of the streets of the Borough of Morrisville, hereinafter described and hereby established as parking meter zones as follows:

There shall be lines or markings painted or placed on the curb, sidewalk and/or upon the streets adjacent to each parking meter, for the purpose of designating the parking spaces for which said meter is to be used. Each vehicle parked adjacent or next to any parking meter shall be parked within the lines or markings so placed. It shall be unlawful and a violation of this chapter to park any vehicle across such line or marking, or to park such vehicle in such position that the same shall not be entirely within the area so designated by such lines or markings.

When any vehicle shall be parked in any space adjacent to which a parking meter is located, during the time of limited parking, the owner or operator of said vehicle shall, upon entering the said parking space, immediately deposit or cause to be deposited at least a $0.05 or $0.10 or $0.25 coin of the United States in such parking meter and operate the meter in accordance with the instructions thereon, and failure to do so shall constitute a violation of this chapter. Upon the depositing of such $0.05, $0.10 or $0.25 coin and placing the meter in operation, the parking space may be lawfully occupied by such vehicle during the period of parking time, which has been prescribed for the particular amount deposited. The parking meters when installed and properly operated shall be so adjusted so that $0.05 and $0.10 coins may be deposited at any time throughout the two-hour range of the meters, each $0.05 coin permitting the vehicle to be parked for a period of 30 minutes and each $0.10 coin permitting the vehicle to be parked for a period of 60 minutes. If such vehicle shall remain parked in any such parking space for such length of time that the meter shall indicate by a proper signal that the lawful parking period has expired, such vehicle shall be considered as parking overtime, and the parking of a vehicle overtime shall be a violation of this Article IV.

It shall be unlawful and a violation of the provisions of this Article IV for any person to permit a vehicle to remain or be placed in any parking space adjacent to any parking meter, which such meter is displaying a signal indicating that the vehicle occupying such parking space has already been parked beyond the period of time prescribed for such parking spaces.
It shall be unlawful, and a violation of the provisions of this Article IV, for any person to deface, injure, tamper with, open or wilfully break, destroy or impair the usefulness of any parking meter installed under the provisions of this Article IV.
The driver or operator of any commercial vehicle shall have the right to stop in any parking meter zone without depositing any coin in the adjacent parking meter, or meters, for such time as he, or they, may actually be loading or unloading. The right of stopping without the payment of any coin shall cease and terminate and, should such vehicle remain in any such parking meter zone after it has been loaded or unloaded, as aforesaid, the owner or operator of such vehicle shall immediately deposit the necessary coin or coins in the parking meter or meters similarly to any other type of vehicle which may be parked, and a failure to do so will be a violation of this Article IV.
A. 
For violation of § 435-41. Tampering with parking meters is a criminal act punishable as a felony, misdemeanor or summary offense, depending on the extent of damage inflicted. 18 P.S. § 3304 (1973); as hereafter amended, supplemented, modified or reenacted by the General Assembly of Pennsylvania.
B. 
For violation of any other section of Article IV. Subject to the provisions of § 435-43, any person violating any of the provisions of this Article IV shall, upon conviction thereof, be sentenced to pay a fine of not less than $10 nor more than $25.
