A. 
The Borough finds that the keeping of unregistered motor vehicles on private properties within the Borough constitutes a health and safety hazard. The Borough specifically finds that the keeping of such unregistered vehicles creates:
(1) 
A fire hazard;
(2) 
An attractive and dangerous nuisance to children;
(3) 
An impediment to the ingress and egress of firefighting and other emergency vehicles; and
(4) 
A host for vermin.
B. 
The Borough further finds that the keeping of said unregistered motor vehicles should be regulated by the Borough in order to protect the health, safety and welfare of the citizens of the Borough.
It shall be unlawful for any person, firm or corporation, or any agents thereof, to do, authorize, aid, or abet any of the following described actions or matters, such regulations or restrictions being intended to promote the general health of the Borough: to park, store or keep upon any land within the Borough of Mount Pocono, Monroe County, Pennsylvania, for any longer than a thirty-day period, any unregistered motor vehicle, unless the same is parked, stored or kept within an enclosed building, garage or other enclosed improvement located on said land within said Borough, or to permit or allow the same for any longer than a thirty-day period, to be parked, stored or kept upon any land within the Borough of Mount Pocono, Monroe County, Pennsylvania, unless the same is parked, stored or kept within an enclosed building, garage or other enclosed improvement located on said land within said Borough.
This chapter shall be enforced by the Borough of Mount Pocono Codes Officer or Zoning Officer, or any other adult individual so designated by the Borough of Mount Pocono. Initial enforcement shall be by letter sent to the property owner by certified mail, return receipt requested, or by personal service, advising of the violation and giving the owner a thirty-day period within which to come into compliance. Should the unregistered motor vehicle or vehicles at issue not be removed or housed in accordance with the above provisions of this chapter within said thirty-day period, the owner shall be subject to a penalty of not more than $1,000, plus costs of prosecution, and, in default of payment of such fine and costs, to imprisonment for not more than 30 days, until such owner comes into compliance. This chapter may be enforced by the filing of an enforcement action before the District Justice of appropriate jurisdiction, or an action in equity in the Monroe County Court of Common Pleas.
