In accordance with Article
VII, Section 2(a), of the City Charter, there is hereby established a Health and Community Services Department. Said Department shall be composed of two divisions, to be known as the "Bangor Public Health and Wellness Division" and the "Housing and Community Services Division."
There is hereby authorized and established the
position of Director of Health and Community Services. The Director
of Health and Community Services shall supervise the entire operation
of the Health and Community Services Department. This position shall
be included in the Personnel Classification and Compensation Plan
for the City of Bangor. The Director shall be appointed by the City
Manager on the basis of merit and fitness alone, subject to confirmation
of the City Council. The Director shall make a monthly report to the
City Manager as to the business of their Department during the preceding
month, shall perform the duties of the Director of Housing and Community
Services as prescribed under this article and shall perform such other
duties as may be required by the City Manager, the Director of the
Office of Government Operations or the City Council from to time to
time.

A. Functions and duties of the Bangor Public Health and
Wellness Division. It shall be the function and duty of this Division:

(1) Health educator. To establish and conduct a public
health education program.
(2) Enforcement. To enforce all laws relating to public
health as may otherwise be provided by ordinance or statute.
(3) Other functions. To perform such other functions and
duties as may be assigned to the Department by the City Manager or
the City Council from time to time.
B. Health Officer. There is hereby authorized and established
the position of Health Officer, appointed for a term of three years.
This position shall be included in the Personnel Classification and
Compensation Plan for the City of Bangor. The Health Officer shall
be appointed by the City Manager on the basis of merit and fitness
alone, subject to confirmation by the City Council. The Health Officer
shall have all powers and authority provided by state laws and City
ordinances relating to their position. The Health Officer shall make
a monthly report to the Director of Health and Community Services
and perform such other duties as may be prescribed by the City Manager,
Director of the Office of Government Operations, Director of Health
and Community Services or the City Council from time to time.
