A.
There shall be within the Department of Administration a Division of Engineering, the head of which shall be the Township Engineer, who need not serve full time and who shall be subject to such retainer and fees as shall be approved by the Council.
B.
The Township Engineer shall, prior to appointment, hold a professional degree in engineering from an accredited school or college of engineering and be qualified by further training and experience in a supervisory position in the management of large-scale engineering work and be licensed by the State of New Jersey as a professional engineer.
C.
The Township Engineer shall supervise and direct the work of his or her Division. He or she shall be in charge of engineering plans and shall do such other engineering work as not provided elsewhere in this chapter. He or she shall further organize the Division to facilitate the most efficient performance of its functions. The Township Engineer may, within the available appropriations, employ such professional and support staff to aid in the performance of these duties as he or she may deem necessary.
