The owner or any person in possession or custody of any boat or other craft designed to operate on the waters and waterways of this state, upon which is located or installed toilet and/or lavatory facilities, shall keep access to such facilities closed and locked and shall not use, permit or suffer the same to be used while said boat or other craft is docked, moored or at anchor in the waters within the municipal limits of the Township of Brick.

Any person who violates provisions of this article shall, upon conviction thereof before a court of competent jurisdiction, be subject to a penalty as provided in Chapter 1, § 1-15, General penalty, to be recovered in accordance with the Penalty Enforcement Law (N.J.S.A. 2A:58-1 et seq.).
