Editor's Note: This ordinance was originally adopted as Article III, but was redesignated as Article IV because the Code already contained an Article III. In addition, Ord. No. 06-08 provided that all current and previous appointments and promotions of the Police Department made by the City Council of the City of Bridgeton, as well as all previous appointments made by the Chief of Police and Director of Public Safety of the City of Bridgeton, are ratified and approved. Any officer who holds a position or rank in a number that is in excess of that allowed under the Table of Organization, that rank or position is created until such time as the numbers in the rank are reduced to the number designated in the Table of Organization set forth in § 40-10.
A. 
There is hereby created in and for the City of Bridgeton a Police Department which shall not exceed the following Table of Organization:

In addition civilian employees including but not limited to laborers, telephone operators, clerks, computer personnel, telecommunications officers, Class II officers, school traffic guards, and other special police officers may be hired subject to the recommendation of the Chief of Police and Director of Public Safety of the City of Bridgeton. Further, the Chief of Police shall have discretion to assign police officers to such duties, assignments, and responsibilities as he may determine from time to time in accordance with N.J.S.A. 40A:14-118.
The establishment of a Table of Organization for the City of Bridgeton Police Department shall not be deemed to require that all positions be filled, but rather the number of sworn officers in each rank and/or position shall not exceed those set forth in this article unless the Table of Organization is amended by the City Council of the City of Bridgeton and such positions are subject to available funding of such positions by the adoption of a budget and salary ordinance by the City Council of the City of Bridgeton. Any municipal salary ordinance and appointment of persons in accordance with this Table of Organization shall be consistent with the foregoing and shall serve to fill the positions allowed pursuant to this section.
