Henceforth, the last Sunday of May is hereby established as Clementon Day, unless the Committee hereinafter established, for good cause, designates an alternate day as Clementon Day, in which case said alternate day shall be Clementon Day. The Committee may also establish a rain date for Clementon Day.
A committee, to be known as the “Special Events Committee," hereinafter referred to as "the Committee," is hereby established to conduct and be responsible for all Borough sponsored events.
A. 
The members of the Committee shall be appointed at the annual reorganization meeting of the Borough Council by the Mayor with the consent of the Borough Council, to serve without compensation for a term of three years. The terms of the initial Committee members shall be staggered.
B. 
The number of annual members shall be determined by the Council at each annual reorganization meeting.
In addition to the appointed members, the Mayor and the Chairman of the Public Affairs Committee of the Borough of Clementon shall be ex officio members of the Committee.
The Committee shall select a Chairman, Vice Chairman and Secretary and adopt its own rules of procedure and bylaws, as well as establish the times and places of its meetings.
The Committee shall formulate and forward annually to the CFO and Chairperson of Public Affairs its operating budget requests for the Borough-sponsored events for the succeeding year.
All activities comprising the official celebration of all other yearly events must be approved in advance by the Committee.
The Chairman of the Committee may create and make appointments to such subcommittees as he or she deems desirable to carry out the tasks of the Committee. Said Chairman shall be charged with the overall supervision of the Committee and he or she shall, with the consent of the said Committee, disburse all funds appropriated for the Committee's use and/or received from other sources.
All organizations participating in the celebration of sponsored events shall be under the general control of the Committee, and the Committee may approve, disapprove or regulate the sale of food, beverages, novelties and souvenirs.
The Committee shall keep and maintain minutes of all meetings and forward a copy thereof to the governing body at the time said minutes are distributed to the members of the Special Events Day Committee.
The governing body of the Borough of Clementon is hereby vested with veto power over the actions of the Special Events Committee. Such veto power shall be exercised only at the first caucus or Council meeting of the governing body occurring after the receipt of the minutes as set forth in the preceding section. If such veto power is not exercised at said meeting, then the minutes are deemed approved in all respects. A veto may be used for one or more items, as set forth in the minutes. In order to be effective, it must be adopted by a majority vote of the full membership of the governing body.
Any member of the Committee may be removed from office and/or replaced by resolution of the Borough Council.
