Pursuant to the provisions of N.J.S.A. 40a:14-146.8 et seq., the governing body may appoint two Class II Special Law Enforcement Officers.

A. 
Must be a citizen of the United States;
B. 
Must be a resident of the State of New Jersey during the term of appointment;
C. 
Must be 18 years of age;
D. 
Must be able to read, write and speak the English language well and intelligently;
E. 
Must have a high school diploma or equivalent;
F. 
Must possess a valid New Jersey driver's license;
G. 
Must be of sound body and good health and be able to perform the physical functions of the duties assigned;
H. 
Must be of good moral character and shall not have been convicted of any crime or offense involving moral turpitude;
I. 
Be subject to review by a screening committee made up of the Chief of Police and/or other officers or persons designated by the Chief of Police. The screening committee may interview persons of the regular or Special Police Unit that may have information pertinent to said application or ability to perform the position of Special Police Officer;
J. 
Must successfully undergo the same psychological testing that is required of fulltime officers.

A. 
Class One. Officers of this class shall be authorized to perform routine traffic detail, spectator control and similar duties. If authorized by ordinance or resolution, as appropriate, Class One officers shall have the power to issue summonses for disorderly persons and petty disorderly persons offenses, violations of municipal ordinances and violations of Title 39 of the Revised Statutes. The use of a firearm by an officer of this class shall be strictly prohibited and no Class One officer shall be assigned any duties which may require the carrying or use of a firearm.
B. 
Class Two. Officers of this class shall be authorized to exercise full powers and duties similar to those of a permanent, regularly appointed full-time police officer. The use of a firearm by an officer of this class may be authorized only after the officer has been fully certified as successfully completing training as prescribed by the Police Training Commission.

The Class One and Class Two Special Enforcement Officers may be appointed for terms not to exceed one year, and the appointments may be revoked by the governing body for cause after adequate hearing, unless the appointment is for four months or less, in which event the appointment may be revoked without cause or hearing. Nothing herein shall be construed to require reappointment upon expiration of the term. The Special Law Enforcement Officers so appointed shall not be members of the police force of the Borough of Clementon, and their powers and duties as determined pursuant to this article shall cease at the expiration of the term for which appointed.

A Class One or Class Two Special Law Enforcement Officer may not commence his/her duties prior to the successful completion of a training course approved by the Police Training Commission.
A. 
A Class II Special Law Enforcement Officer may carry a firearm only while engaged in the actual performance of the officer's official duties and when specifically authorized by the Chief of Police, or, in the absence of the Chief, another Chief Law Enforcement Officer of the local unit to carry a firearm and provided that the officer has satisfactorily completed the basic firearms course required by the Police Training Commission for regular police officers and annual requalification examinations as required for permanent, regularly appointed full-time officers in the Borough of Clementon.
B. 
The use of a firearm by a Class One Special Law Enforcement Officer is strictly prohibited and Class One officers shall not be assigned any duties requiring the use of a firearm.

Special law enforcement officers may be employed for not more than 20 hours per week except that special law enforcement officers may be employed by the Borough of Clementon for those hours as the governing body may deem necessary during periods of emergency. The governing body may designate one special law enforcement officer to whom limitations on hours of this article shall not be applicable.
Special law enforcement officers may be employed only to assist the Clementon Police Department but may not be employed to replace or substitute for full-time, regular police officers or in any way diminish the number of full-time officers employed by the Borough of Clementon.
Any person who resigns as a special law enforcement officer of the Borough of Clementon shall be liable to the Borough of Clementon for the total cost incurred by the Borough of Clementon for Police Academy training of said person as follows:
A. 
One-hundred percent of the cost of the Police Training Academy if the person resigns within one year of graduation from the academy.
B. 
Fifty percent of the cost of the Police Training Academy if the person resigns within the second year after graduating from the Police Academy.
