A.
It shall be the duty of every owner, tenant, agent, lessee or occupant of any building or dwelling house to provide, or cause to be provided, and to keep and maintain suitably covered, watertight containers for receiving and holding of decaying and decomposing matter, swill, offal, garbage or similar matter that may accumulate or be collected in said building, dwelling house or on said premises; and such containers shall, at all times, be kept in a place outside of said building or dwelling house, out of view of the general public, until such time as such containers are placed by the roadside for collection.
B.
It shall be the duty of every owner, tenant, agent, lessee or occupant of any building or dwelling house to provide, or cause to be provided, and to keep and maintain suitably covered, appropriate containers for receiving and holding of trash, ashes, paper products, tin cans, bottles, debris, old household items, refuse, junk, items of furniture, stoves, refrigerators and other usual household waste, including Christmas trees, or similar matter that may accumulate or be collected in said building, dwelling house or on said premises; and such containers shall, at all times, be kept in a place out of view of the general public until such time as such containers are placed by the roadside for collection.
