As used in this article, the following definitions
shall apply:
ALUMINUM CANS
Includes aluminum cans of the type commonly used for soda
and beer.
ELECTRONIC WASTE
Any discarded electronic or electrical devices or their parts;
also called electronic waste (e-waste).

GLASS
All products made from silica or sand, soda, ash and limestone,
the product being transparent or translucent and being used for packaging
or bottling of various matter and all other matter commonly known
as "glass," excluding, however, blue and flat glass and glass commonly
known as "window glass."
SCRAP METAL
Includes, but is not limited to, metal appliances such as
refrigerators, dishwashers, dryers, clothes washers, water heaters,
etc.
USED NEWSPAPER
Includes papers of the type commonly referred to as "newsprint"
and distributed at stated intervals, usually daily or weekly, having
printed thereon news and opinions and containing advertisements and
other matters of public interest.
USED OIL
A petroleum-based or synthetic oil which is used in an internal-combustion
engine as an engine lubricant, or as a product used for lubricating
transmissions, gears or axles, which, through use, storage or handling,
has become unsuitable for its original purpose due to the presence
of chemical or physical impurities or loss of original properties.

There is hereby established a program for the
mandatory separation of used newspapers, corrugated cardboard, aluminum
cans, metal appliances and electronic waste within the Borough of
Clementon.
The occupant or owner of any building within
the Borough of Clementon who shall place for disposal, removal or
collection the following named items shall do so in the strict conformity
with the following regulations:
A. Used newspaper shall be bundled separately and secured
in bundles not to exceed 50 pounds and shall not be contained in plastic
bags.
B. Corrugated cardboard shall be bundled separately and
secured in bundles not to exceed 10 pounds and shall not be contained
in plastic bags.
C. Aluminum cans shall be contained in reusable metal
or plastic containers, which shall be supplied at the cost of the
resident, but subject to the approval by the Borough of Clementon.
D. Scrap metal shall be placed neatly at curbside and
properly secured if appropriate.
E. Used oil shall be delivered to a New Jersey Department
of Environmental Protection approved collection site.
F. Glass shall be contained in a reusable metal or plastic
container which shall be approved by the Borough of Clementon.
G. Leaves shall be placed at curbside only during the
period from October 1 through December 31 and April 1 through May
31. Leaves are prohibited from being placed forward of the rear property
foundation line from January 1 through March 31 and June 1 through
September 30.

H. Electronics shall not be put curbside. All residents or business
owners shall call the Borough Garage for pickup by appointment only
at (856) 784-0495.

I. Brush shall
be placed curbside for collection on a biweekly schedule established
by the Department of Public Works.

(1) Only brush up to six inches in diameter and no longer than eight
feet in length will be collected.
(2) All full-length limbs (up to eight feet in length) shall be placed
curbside with all cut ends facing the same direction.
(3) Brush can be tied in smaller bundles with twine, rope, or other similar
materials not to exceed 50 pounds.
(4) No more than eight cubic yards of brush (approximately three feet
high, six feet in width, and 12 feet in length) may be placed per
property for each scheduled collection.
(5) Brush mixed with foreign materials such as stumps, roots, leaves,
grass, lumber or any other material will not be collected.
(6) Brush pickup is limited to tree and shrub prunings only and excludes
all land clearing debris and removal of trees, which is the responsibility
of contractors.
From the time of placement at the curb by anyone
of the categories described herein for collection by the Borough of
Clementon in accordance with the terms hereof, items shall be and
become the property of the Borough of Clementon or its authorized
agent. It shall be a violation of this article for any person unauthorized
by the Borough of Clementon to collect or pick up or cause to be picked
up any such items, including recycling containers. Any and each such
collection in violation hereof from one or more residences shall constitute
a separate and distinct offense punishable as hereinafter provided.

Any commercial or institutional premises within
the Borough of Clementon exempted from the source separation requirements
set forth herein shall provide written documentation to the Municipal
Recycling Coordinator of the type and total number of tons recycled
annually. Said report shall be filed with the recycling coordinator
no later than March 31 of each year thereafter.

This article shall be enforced by the Municipal Code Enforcement
Officer and/or the Public Works Supervisor, who are authorized to
issue a summons for any violation of this chapter.
Any person, firm or corporation violating any provision of this
article shall be fined not more than $500 for each offense or imprisoned
for a term not exceeding 90 days, or be both so fined and imprisoned.
Each day that such violation is committed or permitted to continue
shall constitute a separate offense and shall be punishable as such
hereunder.
