On and after the passage of this article, it shall be lawful for the Borough Council to repair any and all sidewalks on any of the streets in the Borough of Clementon and charge the same against the respective property owners adjacent to whose dwelling or premises said repairs are made.
Before making said repairs or entering into any contract for the making of said repairs, notice shall be given by the Clerk of the Borough to the owners of the ground upon which said repairs or improvements are to be made, said notice to be written and to state what repairs are necessary, and shall be mailed by the Clerk at least 10 days prior to any action being taken by the Council for the making or causing to be made of any repairs, during which said time the individual property owners will have the right to repair at their own expense the said sidewalks.
In the event that said repairs are not made by said owners at the expiration of 10 days from the giving of said notice, said Borough Council may repair or cause to be repaired said sidewalks which it deems necessary and expedient to so repair, and the cost of which shall be filed with the Borough Collector, and shall be annexed to and made a part of the tax bills for the following year, and the cost of said repairs shall be a first and paramount lien against said property and shall be paid by said individual in the same manner as other municipal taxes and assessments.
