No person other than an employee or contractor of the Township of Lebanon acting in his capacity as such shall, unless with prior authorization from the Township, place, or cause to be placed, on the traveled surface or shoulder of the street or road, within the limit of the right-of-way of any street or road accepted or maintained by the Township, any snow, ice, mud, dirt, stones, rocks, gravel, or other materials, in such manner that the same impedes the safe and unobstructed use of, and vehicular passage upon, such street or road.
A. 
It shall be unlawful to damage any roadway or street while in the process of moving equipment or receiving materials, or equipment, or while working next to the roadway.
B. 
Any damages which may occur must be repaired or replaced within 24 hours to the satisfaction of the Department of Public Works Supervisor. If for any reason the time limits have to be extended, a written request must be obtained from the Department of Public Works Supervisor.
The issuance of a driveway permit does not constitute a release from an owner or contractor for a driveway or recently excavated road frontage, if it is found that the runoff is not satisfactory. All conditions must be corrected.
A. 
Unless another penalty is expressly provided by New Jersey statute, every person convicted of a violation of this article shall be liable to the penalty included in Chapter 1, Article II, General Penalty.[1]

B. 
Either the party who places, or caused to be placed, on the traveled surface or shoulder of any street or road accepted or maintained by the Township of Lebanon any snow, ice, mud, dirt, stones, rocks, gravel, or other materials, in such manner that the same impedes the safe and unobstructed use of, and vehicular passage upon, such street or road; or any contractor of such party acting in his capacity as such, who places, or caused to be placed, any such material under the above conditions on the traveled surface or shoulder of any street or road accepted or maintained by the Township of Lebanon, or both, shall be subjected to the penalty expressed in this article if convicted under this article.
