No person shall retain or fail to return any book or property borrowed from the Little Falls Public Library contrary to the rules and regulations of the Library. When a book or property has been retained contrary to the rules and regulations of the Library, the Library shall cause a notice to be sent by certified mail, return receipt requested, to the person who had borrowed a book or material, demanding the return thereof, addressed to said person at his or her last known address. The failure to return the book or property in accordance with the demand of the notice and within the time provided shall constitute a violation of this chapter.

No person shall cut, tear, deface, disfigure, damage or destroy any book or property which is borrowed from the Library.
A. 
No person shall take any book or property from the Library without first having it charged to his or her borrower's card.
B. 
No person shall register or furnish a false name or address or any other false information or use any card other than the one issued to said person for the purpose of borrowing any book or property from the Library.
Any person convicted of a violation of this chapter or any supplements or amendments hereto shall be liable for a penalty of not more than $25 for the first offense and a penalty of not more than $50 for the second and each succeeding offense. In the event that any person under the age of 18 shall fail to return any book or library property, the parent or guardian of the minor shall be responsible for the returning, in good condition, of such book or property.
