No building or premises shall be built or erected, nor shall any building be altered so as to expand its usable floor area, nor shall the use of any building or premises be expanded unless there is provided off-street parking in accordance with the requirements of this article.
A. 
Required spaces shall be computed on the basis of 300 square feet per space, including aisles or turning area. The dimensions of individual spaces for nonresidential development shall be at least 10 feet by 20 feet; when the number of required spaces results in a fraction, the fraction shall require one parking space.
B. 
If a use is not listed in § 280-206, then the number of required off-street parking spaces becomes the number of spaces required for the use which most nearly approximates the proposed use based on general standard references (consensus code such as time saver standards, Institute of Traffic Engineers, and American Association of State Highway Transportation Officials, etc.).
Off-street parking areas shall be paved according to the following specifications:
A. 
Up to four vehicles: eight-inch stone base with two-inch FABC top.
B. 
More than four vehicles: eight-inch stone base, two-inch binder, two-inch FABC top.
All off-street parking areas shall be maintained in good condition and shall be adequately graded and drained so as to dispose of all surface waters.
All off-street parking spaces within any parking area shall be clearly marked to show the parking arrangement within the parking area.
All lighting for off-street parking areas shall be so arranged and shielded as to reflect the light downward and prevent any light from shining directly on adjoining streets and residential zones and buildings.
Except in the B-2 District, off-street parking spaces shall not be located in any required front yard. No off-street parking area shall be located any nearer than five feet to any lot line.
A. 
Off-street parking areas shall provide unobstructed access to and from a street. Such access shall consist of at least one twelve-foot lane for parking areas with fewer than 10 spaces, and at least two twelve-foot lanes for parking areas with 10 spaces or more. No access to a parking lot in a business or industrial district shall be located within a residential district.
B. 
Access to off-street parking areas shall be limited to several well-defined locations. In a business or industrial district, curb cuts shall not exceed 30 feet for any permitted use. In no case shall there be permitted unrestricted access along the length of the street or streets upon which the parking area abuts.
All off-street parking areas which are located in front of a building shall be landscaped with a bordering hedge or decorative concrete wall not less than two feet nor more than 4 feet in height.
A. 
Entrance or exit drives shall have at least 60 feet of unobstructed vision in both directions along the street into which the drive enters, measured from the center line of the drive at the point where it enters the street, and the center line of such drive shall be at least 60 feet from the center line of any street intersecting the street onto which the drive enters.
B. 
Such drives shall have on each side a triangular area formed by the intersection of the driveway line, the street line and a straight line joining such line at points 30 feet distant from their point of intersection. Within such triangular area, no parking, loading or unloading shall be permitted, nor shall there be located therein any sign, fence, other structure or plant material over 2 1/2 feet in height.
A. 
In a residence district, automobiles, motorcycles, or utility and recreational trailers shall not be parked or left standing or stored in any front yard area or side yard or rear yard abutting a street; provided that this restriction shall not apply to the parking or standing of automobiles or motorcycles on driveways for a single-family dwelling. A driveway is an open area used as a means to provide vehicular ingress and egress to a property. The use of a driveway for the parking of motor vehicles shall be subject to the following limitations:
(1) 
Front yard. The driveway shall consist of the area directly opposite and adjacent to the front of an attached garage, detached garage or depressed garage or the extension of the side yard into the front yard; the driveway may also include a circular driveway no more than 10 feet in width providing access into and out of the lot.
(2) 
Side yard of corner lots. The driveway shall consist of the area directly opposite and adjacent to an attached garage, detached garage or depressed garage or the extension of the rear yard into the side yard which abuts a street.
(3) 
In a residence district, the following motor vehicles and boats shall not be parked or left standing in any yard area or on a driveway:
(a) 
Unregistered motor vehicles of any type or design.
(b) 
Buses.
(c) 
Trucks or tractors, meaning every motor vehicle designed and used primarily for drawing other vehicles and not so constructed so as to carry a load other than a part of the weight of the vehicles and load to be drawn.
(d) 
Trucks, meaning every motor vehicle designed, used or maintained primarily for the transportation of property which meet any two of the following three characteristics:
[1] 
Being capable of having a combined weight of vehicle and load of 6,000 pounds or more.
[2] 
Having dual wheels.
[3] 
Being registered with commercial plates, provided that these restrictions shall not apply to trucks being used in the rendering of service to the premises. For the purposes of this subsection, the weight of the truck shall be determined by the gross weight provided on the registration certificate of the same.
(e) 
Trailers used for dwelling purposes; recreational vehicles, camping trailers, exceeding 18 feet in length.
(f) 
Boats of any type or design in excess of 20 feet.
B. 
Nothing herein shall prohibit the storing or garaging of commercial vehicles having a capacity of three tons or less in an enclosed garage.
C. 
Any violation of this section shall result in a penalty of $50 for a first offense, $100 for a second offense, and a mandatory Municipal Court appearance for any third or subsequent offense.

The Planning Board may permit certain required off-street parking space to be located elsewhere than on the same lot with the use to which it is appurtenant, provided that all such space, through ownership or permanent easement, be under the control of the owner or operator of the use to which such space is appurtenant. Such required off-street parking shall not be reduced below the minimum requirements of this chapter, unless a variance is granted by the Planning Board.
A. 
No building or premises shall be used, nor shall any building be built or erected, nor shall any building be altered so as to expand its gross floor area, unless there is provided parking space upon the same premises upon which the use or structure is located in accordance with the following schedule except where RSIS supersede local regulations:

B. 
Off-street loading space shall be provided in such amount and manner that all loading, unloading and maneuvering operations shall be conducted entirely within the boundaries of the lot concerned, and no vehicle or conveyance shall in any manner use public streets, sidewalks or rights-of-way for loading or unloading operations, other than ingress or egress to the lot.
C. 
Off-street loading space shall not be located in the required front yard.
