The chief executive and administrative office of the Township of Maple Shade shall be the Manager, who shall be appointed by the Township Council as provided for in the Charter. The Manager shall be a person of demonstrated executive and administrative ability. He or she shall, prior to his or her appointment, be qualified in terms of knowledge and experience in accepted practice with respect to the duties of his or her office, with particular training and experience in municipal management or public administration. At the time of his or her appointment, he or she need not be a resident of the Township or state, but during the term of his or her office he or she may reside outside the Township only with approval of Council.
The office of the Manager shall have the following functions:
A. 
Budget, purchasing, financial management and treasury.
B. 
Personnel.
C. 
Health and sanitation.
D. 
Recreation.
E. 
Clerk.
F. 
Tax services.
G. 
Inspection services.
H. 
Township Engineer.
I. 
Local Assistance Board.
J. 
Library.
K. 
Civil defense and disaster control.
L. 
Local public agency.
A. 
Generally. The Township Manager shall exercise those functions, powers and duties as set forth in the Charter, general law and ordinances. The Manager may designate a qualified administrative officer of the municipality to perform his or her duties during his or her temporary absence or disability. In the event of his or her failure to make such a designation, the Council may, by resolution, appoint an administrative officer of the municipality to perform the duties of the Manager during such absence or disability until he or she shall return or his or her disability shall cease. The Manager shall appoint and remove such technical, professional and clerical personnel as may be required for the administration of any office, board or committee, except as otherwise provided herein or by other ordinance of the Township.
B. 
Budget, purchasing and financial management. The Manager shall prepare the annual budget and maintain a continuing review and analysis of budget operations, work programs and costs of municipal services; administer a uniform purchasing program and assign and reassign, transfer and retransfer, from time to time, either temporarily or permanently, any property from one function to another or from one administrative unit to another, as the efficient management of the Township government requires, and otherwise supervise the financial management. The Township Manager shall arrange for an adequate insurance coverage of the Township to protect Township property and as otherwise required by law and shall arrange for any other adequate insurance coverage which he or she in the exercise of his or her discretion and good judgment deems necessary.

C. 
Personnel. The Manager shall be Personnel Officer and shall have full charge of all matters pertaining to personnel administration.
D. 
Health and sanitation. The Manager shall supervise the administration and enforcement of the local and state health and sanitary codes.
E. 
Recreation. The Manager shall supervise the administration of a comprehensive recreation program which shall be planned by the Advisory Board of Recreation and approved by the Township Council. The Manager shall appoint such recreation assistants as are required to conduct the programs.

The Manager shall appoint a Treasurer who shall be appointed a term of one year from the first day of January of the year of his or her appointment and until his or her successor is appointed and qualified. He or she shall receive such compensation as shall be fixed from time to time by the Salary Ordinance.[1] The Treasurer shall keep books and records of accounts for the exercise of the foregoing financial budgetary control over each department, office and agency of the government and shall keep such accounts as will show the amount of each appropriation, the cumulative amount paid therefrom and the unpaid obligations and unencumbered balance thereof. He or she shall also authorize the payment of bills, claims, demands and payroll upon the proper certification of the appropriate department head of the amount due and owing and invest all surplus funds.

A. 
Generally. The Council shall appoint a Clerk, who may be the Manager or who shall serve under the Manager's direction. The Manager may appoint a Deputy Clerk, who shall serve at his or her pleasure and who shall perform the powers and duties of the Clerk in the event of the Clerk's absence or disability.
B. 
Powers and duties. The Clerk shall:
(1) 
Serve as Clerk of the Council, keep the minutes and records of its proceedings, maintain and compile its ordinances and resolutions as required by the Charter.
(2) 
Serve as Registrar of Vital Statistics, including births, deaths and marriages, in accordance with state law, and issue marriage licenses pursuant to law.
(3) 
Have custody of the Township seal and affix it to such books, papers and documents as may be authorized pursuant to law.
(4) 
Have custody of all official books, papers and documents of the Township for which no other repository is provided by Charter or ordinance, and preserve and keep them safely.
(5) 
Perform such functions as are vested in the Clerk by the licensing provisions of state law or ordinance.
(6) 
Perform all of the functions required of municipal clerks by the General Election Law, Title 19 of the New Jersey Revised Statutes.
A. 
Tax Assessor.

(1) 
There is hereby created the Office of the Tax Assessor. The Tax Assessor shall be appointed by the Township Council for a term of four years, to commence on the first day of July next following his/her appointment, as provided by N.J.S.A. 40A:9-148. The person appointed as Tax Assessor shall possess the necessary qualifications and certificates and education for said position as required by law. The Tax Assessor shall serve in said office until his/her successor is appointed and qualified. In the event of a vacancy in the office of the Tax Assessor, the Township Council shall fill the vacancy for the unexpired term. The Assessor shall receive such compensation as shall be prescribed by ordinance.
(2) 
The Tax Assessor shall:
(a) 
Establish the assessments for the Township in accordance with applicable law.
(b) 
Maintain a current tax map of the Township as a public record and cause to be recorded thereon all changes in ownership or character of the real property assessed, employing for that purpose the facilities of the Division of Engineering and other divisions and departments as may be required.
(c) 
Supervise the work of the Department and its employees.
(d) 
Check all property transfers and maintain such records as will indicate current ownership status.
(e) 
Prepare and maintain all records pertaining to the assessing function, including records for exemptions and deductions.
(f) 
Perform other related duties of a statistical nature as may be required by the Tax Court and/or County Board of Taxation.
(g) 
Represent the Township in tax appeals before the Tax Court and/or County Board of Taxation and, where necessary, before the courts or in other proceedings.
(3) 
There may be a Deputy Tax Assessor, who shall generally assist the Tax Assessor in the proper performance of his/her duties. The Assistant Tax Assessor shall, upon designation by the Manager, exercise the powers and perform all the duties vested in the Tax Assessor at such times as he/she shall be absent from the Township or shall be unable to serve by reason of disability or otherwise.
B. 
Tax Collector. The Tax Collector shall be appointed by the Manager and, prior to his or her appointment, shall be qualified by training and experience in the administration of municipal tax collection and tax accounting procedures. He or she shall:
(1) 
Extend each year's tax on the tax duplicate, prepare and mail tax bills and maintain tax accounting records in such manner as may be prescribed by law.
(2) 
Collect and receive all delinquent real and personal property taxes, charge and receive penalties and interest pursuant to law and account for all collections in such form and manner as may be prescribed by law.
(3) 
Make or cause to be made and certify searches for tax and other liens on any real property in the Township as may be authorized by law, and charge and collect for the use of the Township any fee required by law for any such search.
(4) 
Collect and receive all miscellaneous revenues due the Township.
(5) 
Prepare and mail all utility bills and receive and account for payments on the same.
The Manager, either through the appointment of a qualified inspector or through contractual arrangements, shall administer and enforce all laws, codes, ordinances and regulations, both state and local, relating to building, zoning, fire prevention and safety, electrical installations, sanitation and plumbing.
The Manager shall appoint and supervise a consulting engineer. The engineer shall:
A. 
Prepare or cause to be prepared plans and specifications for public works and improvements undertaken by the Township.
B. 
Supervise the performance of contracts for public works and certify the amounts due and payable thereunder.
C. 
Maintain maps, charts, engineering data and records as may be required for the proper and efficient technical administration of public works functions.
D. 
Provide for traffic engineering needs.[1]

E. 
Forthwith surrender to his or her successor all the following property, together with a written consent to substitution of his or her successor in engineering matters then pending to which the Township is a party: all papers, documents, memoranda, reports and other materials relating to the administration of the engineering function. These items of property shall be and at all times remain the property of the Township.
The Manager shall supervise the administration of the Maple Shade Public Library. He or she shall appoint a librarian and such other library assistants as are required to operate the library.
The Manager shall supervise the civil defense and disaster control functions. He or she shall appoint and supervise a Director and such other persons as may be necessary to assist the Director in the exercise of his or her functions.
The Manager shall administer any program of the local public agency. He or she shall appoint such personnel as is required to administer the program.
