No mobile home shall be located or remodeled within the Town of Catskill, other than in a mobile home park, until an application for a permit, filled out in duplicate on a form supplied by the Town Clerk and accompanied by two copies of a plot plan drawn to scale by a licensed surveyor showing the dimensions of the parcel of land proposed to be used as a site, the location of existing or proposed water supply and the location of existing or proposed methods for disposing of sewage, has been filed in the Town Clerk's office and approved by the Town Board.
A. 
Upon receipt of an application for a permit to locate or remodel a mobile home, the Town Building Inspector shall make an examination of the site described in said application, and shall approve or disapprove the issuance of the permit applied for.

B. 
One copy of said application, when signed by the Building Inspector, shall constitute a permit. Such permit, together with one copy of the plot plan, shall be given to the applicant; the second copy of the application and plot plan shall be retained by the Building Inspector.

C. 
Upon completion of the permitted project, the applicant shall notify the Building Inspector that the structure is ready for final inspection, whereupon the Building Inspector shall promptly make such final inspection and, if satisfied that the regulations pertaining to this project have been complied with, he shall issue a certificate of compliance granting permission to use the structure.

Site dimensions shall conform to the minimum dimensions for the zoning district in which the site is located, in accordance with Article IV of Chapter 160 of the Code of the Town of Catskill.
Such structures shall be supported on masonry piers below frost level, and the space between the underside of such structure and the ground shall be completely enclosed by a skirting consisting of a fire-retardant material.
Systems for disposal of sewage shall conform to all of the requirements of the Sewage Disposal Ordinance of the Town of Catskill.[1]

The provisions of this chapter shall not apply to:
A. 
A bona fide dealer who is engaged in the business of buying and selling mobile homes.
B. 
An occupied house trailer placed in storage for a period not exceeding eight months.

No mobile home shall remain anywhere in the Town of Catskill, other than on its permanent site, in a mobile home park or in storage, for a period longer than four weeks in any 12 months. An application for a permit for such temporary location shall be made to the Town Clerk, who shall have authority to issue such temporary permit without cost to the applicant. Renewal of a temporary permit may be made by the Town Building Inspector.
