All driveways and private streets installed or renovated subsequent
to the adoption of this article shall be constructed with a surface treatment
of not less than three inches of rolled and compacted bituminous material
at a width of not less than 12 feet.
Unless waived by the Superintendent of Highways, each such driveway
or private road shall be equipped with a culvert 20 feet long by 12 inches
in diameter, which shall be installed so as to maintain the uninterrupted
flow of stormwater in a manner which will minimize incursion of said water
to the Town roadway.
Where necessary, the Town Highway Superintendent may require the posting
of a bond, which bond amount shall be set at the reorganization meeting of
the Town Board, in each year subsequent and shall be set by the Town Board
at the first regular meeting subsequent to the adoption of this article for
the remainder of the year of adoption. Said bond shall secure the proper installation
of the pavement and culvert and any damage done to the Town's roadway.
The Town Superintendent of Highways shall require evidence of suitable
insurance covering liability of any person or entity proposing to work within
or connecting to the Town's roads or streets.
