Whenever the requirements of these regulations are at variance with the requirements of any other lawfully adopted rules, regulations or ordinances, the most restrictive or that imposing the higher standards shall govern.
These regulations shall be enforced by the Town Board of the Town of Chester or by the Town of Chester Planning Board, either directly or through the Building Inspector. No building permit or certificate of occupancy shall be issued by the Building Inspector except where all the provisions of these regulations have been complied with.[1]

A. 
No permit for the erection of any building shall be issued unless a street giving access to such proposed structure is an existing street or unless such street appears on a recorded plat approved by the Planning Board.
B. 
No such permit shall be issued unless such street has been suitably improved or unless a performance bond has been posted to cover the full cost of such improvement. Exceptions to this rule will be granted if the construction of the site would be better suited if the installation of the top coat of asphalt is delayed. These improvements must also be shown on the map that is to be filed with the Orange County Clerk's office.

A. 
No public Town street utility or improvement shall be constructed in any street until it has become a public street.
B. 
Subject to the discretion of the Town Board, a subsurface utility or improvement operated for revenue by the Town or by a special district may be constructed in a private street, provided that a public easement satisfactory to the Town Board is obtained for such utility or improvement.[1]

A. 
Any person, firm or corporation who commits an offense against, disobeys, neglects or refuses to comply with or resists the enforcement of any of the provisions of these regulations shall, upon conviction, be deemed guilty of a violation, punishable by a fine of not more than $250 or by imprisonment for not exceeding six months, or by both such fine and imprisonment. Each week an offense is continued shall be deemed a separate violation of these regulations.
B. 
In addition to the penalties provided above, the Town Board may also maintain an action or proceeding in the name of the Town in a court of competent jurisdiction to compel compliance with or to restrain by injunction the violation of these regulations.
