It is the intent of the Village Board of Trustees to establish a Tree Advisory Board (TAB) and to enact codes to encourage beautification, protection, air cooling and purification, noise abatement, property value enhancement and other attributes of trees as they pertain to the quality of life in the Village of East Rockaway.
As of the effective date of this chapter, the Tree Advisory Board (TAB) shall be established. Members of the Tree Advisory Board shall serve as volunteers and shall not be compensated for their services.
The Tree Advisory Board shall have at least nine members, including the Chairperson.
There shall be eight tree districts within the corporate boundaries of the Village of East Rockaway; said tree districts shall coincide with the eight election districts.
A. 
The Tree Advisory Board shall be appointed by the Mayor and Board of Trustees of the Village of East Rockaway, by resolution.
B. 
Each member shall live in and represent one of the eight tree districts in the village; one member per district and a Chairperson.
C. 
Each member shall have a keen desire to promote the activities of the TAB in his or her tree district and in the village at large.
A. 
The terms of office for the Board shall be as follows: three members shall serve for initial terms of three years; three members shall serve for initial terms of two years; and three members shall serve for initial terms of one year. All subsequent appointments shall be for terms of three years.
B. 
All appointments to fill vacancies shall be for the unexpired term.
A. 
The TAB shall make recommendations to the Village Board to enforce the village codes as they relate to the village's suburban forest.
B. 
The Village Code will provide the village with full power and authority over all trees, plants and shrubs within street rights-of-way, parks and public places in the village and to trees, plants and shrubs located on private property that constitute a hazard, threat or loss or described by the Village Code.
C. 
As representatives of the residents of the East Rockaway Village, the members of the Tree Advisory Board will be committed to create and develop (by the year 2010) a suburban forest which will be healthy, diverse, safe and functional. The village forest will be attractive to both the people and the birds who chose to live in or visit our beautiful village. The village forest will provide our children with the opportunity to learn and appreciate the important role that trees have in the environment.
The TAB shall:
A. 
Meet at least quarterly.
B. 
Complete an up-to-date computerized street tree inventory.
C. 
Prepare a specific ten-year suburban forestry plan for the Village of East Rockaway based on the aforementioned inventory.
D. 
Promote a tree planting partnership with the village residents and businesses.
E. 
Conduct an Arbor Day tree planting celebration with the local elementary schools participating.
F. 
Assist in the budget process as it relates to trees and beautification.
G. 
Review all current village tree codes and make recommendations for improvement, where necessary.
H. 
Act as a resource for curriculum studies as they relate to trees and environment.
I. 
Report to the public periodically throughout reports to the Board, the village newsletter and the official newspaper of the village.
