All plumbers having their principal place of
business within the corporate limits of the Village of East Rockaway
must pass a practical and theoretical test, as to their knowledge
of the plumbing rules of the Village, and must be registered and must
execute a bond in the amount of $2,000 for the faithful performance
of their work.
Any person desiring a master plumber's license
shall make application, in writing, accompanied by two photographs
of the applicant, approximately 1 1/2 by 1 1/2 inches, taken
within the past 30 days, to the Plumbers' Examining Board, which Board
shall arrange for an examination of such applicant.
A.
Any person who holds a valid certificate of competency
or license to conduct the trade or business of an employing or master
plumber duly issued by any municipality, which is a party to a reciprocal
licensing compact to which the Village of East Rockaway is also a
party, shall be deemed to be competent to conduct that business in
the Village of East Rockaway, New York, and shall not be required
to obtain a certificate of competency from the Plumbers' Examining
Board of the Village of East Rockaway, New York, as a prerequisite
to conducting that business in the Village of East Rockaway, New York,
but he must comply with and shall be subject to and bound by all other
provisions and requirements of this section and by all rules and regulations
adopted pursuant thereto.
B.
Any person who, at the time of making application,
is a duly licensed master or employing plumber in any other municipality
in the State of New York shall submit a certified or photostatic copy
of a certificate of competency issued by the Plumbers' Examining Board
of such municipality. If he shall maintain his principal place of
business or resides in such municipality, examination will be waived,
provided that such municipality has signified in writing its willingness
to reciprocate in like manner with the Plumbers' Examining Board of
the Village of East Rockaway. The fee, however, in such cases, shall
be the same as for those requiring examination by the Plumbers' Examining
Board. Such applicant shall receive a card of registration only. No
certificate of competency shall be issued to any applicant unless
he had been examined by the Plumbers' Examining Board of the Village
of East Rockaway.

The fees to be charged under the provisions of this chapter
shall be determined from time to time by resolution of the Board of
Trustees.
A.
.There shall be a fee for issuance of a license to
a master plumber who has obtained a certificate of competency and
there shall be a renewable fee charged annually.
B.
Upon the successful passing of an examination as fixed
by the Plumbers' Examining Board, a license will be issued to such
applicant, which shall expire on December 31 following the date of
such examination.
C.
All plumbers licensed by the Village of East Rockaway
shall be required to renew their licenses prior to the end of January
of each year.
A.
Drawings and triplicate descriptions, on forms furnished
by the Superintendent of Construction, for all plumbing drainage shall
be properly filled in and filed by the owner or architect in the Department.
The plans must be drawn to scale in ink, on cloth prints of such scale
drawings, and shall consist of such floor plans and sections as may
be necessary to show clearly all plumbing work to be done and, must
show partitions and methods of ventilating water closet apartments.
B.
Said plumbing and drainage shall not be commenced
or proceeded with until said drawings and descriptions shall have
been so filed and approved by the Superintendent of Construction.
C.
No modification of the approved drawings and descriptions
will be permitted unless either amended drawings and triplicate descriptions,
or an amendment to the original drawings and descriptions, covering
the proposed change or changes are so filed and approved by the Superintendent
of Construction.
The drainage and plumbing of all buildings,
both public and private, shall be executed in accordance with the
rules and regulations of the Board of Trustees.
A.
Repairs or alterations of plumbing or drainage may
be made without filing drawings and descriptions in the Clerk's office,
but such repairs or alterations shall not be construed to include
cases where new vertical lines or horizontal branches of soil, waste,
vent or leader pipes are proposed to be used.
B.
Notice of such repairs or alterations shall be given
to said Superintendent before the same is commenced in such cases
as shall be prescribed by the rules and regulations of said Board,
and the work shall be done in accordance with said rules and regulations.
C.
Where repairs or alterations, ordered by the Board
of Health or for sanitary reasons, include cases where new vertical
and horizontal lines of soil, waste, vent or leader pipes are proposed
to be used or old ones replaced, drawings and descriptions must be
filed with and approved by the Superintendent of Construction before
the same shall be commenced or proceeded with.
D.
Repairs and alterations may comply in all respects
with the weight, quality, arrangement and venting of the rest of the
work in the building. Except when an existing soil, waste or vent
line has been damaged by fire or other causes to the extent of 50%
or more of its entire length, the same must be replaced by new lines
installed in accordance with the rules and regulations governing new
lines.
A.
No plumbing and drainage or any part thereof shall
be commenced until the plumber who is to do the work shall sign the
specifications and make an affidavit that he is duly authorized to
proceed with the work. The affidavit must give the name and address
of the owner and plumber, etc. No registered plumber shall sign the
specifications and act as the agent for a plumber who has not obtained
a certificate of competency from the Plumbers' Examining Board as
an employing or master plumber.
B.
A violation of this rule will be deemed a sufficient
reason by the Plumbers' Examining Board for the cancellation of a
certificate of registration.
One set of specifications will be received for
not more than 10 houses and then only when on adjoining lots and when
houses are exactly alike.
Written notices must be given to the Superintendent
of Construction by the plumber when any work is begun and at such
time as the work is ready for inspection.

The fees to be charged under the provisions
of this chapter shall be determined from time to time by resolution
of the Board of Trustees.
A.
A fee set in § 101-32 shall be charged for each plumbing permit issued by the Village of East Rockaway and shall cover the installation of a maximum of five fixtures. There will be an additional fee charged for each additional fixture. These fees shall be payable directly to the Village of East Rockaway.
B.
A fee set in § 101-32 shall be charged for each permit issued for a domestic hot-water hookup in connection with oil-burner installation.
C.
A separate charge shall be charged for each permit issued to connect to the Nassau County sewer system as provided in § 101-32.
D.
Before any permit for connection to a Nassau County
sewer is issued, a permit issued by the County of Nassau must be exhibited
and the number thereof noted on the application to the Village for
the sewer permit.
A.
There shall be a Board called a Plumbers' Examining
Board which shall consist of not more than three members appointed
by the Board of Trustees who shall hold office at the pleasure of
the Board of Trustees. The members shall receive such compensation
as the Board of Trustees may fix.
B.
Members of said Board shall be master plumbers who
shall each have had less than 10 years' practical experience in the
plumbing trade.
C.
The Board shall meet at the call of the Chairman.
Notice of meetings of the Board shall be given by mailing a notice
of the time and place of meetings addressed to each member at his
last known post office address at least 24 hours before the time of
such meeting.
D.
The Board shall make rules and regulations for the
conduct of its business as an Examining Board.
This Article shall be enforced by the Board
of Trustees of the Village of East Rockaway and by the Superintendent
of Construction of the Village of East Rockaway, each of whom is hereby
given authority to enforce the provisions of this Article.
For every violation of the provisions of this
Article or any section or provision thereof, the owner, agent, contractor
or agent of the contractor of a building or premises, where such violation
has been committed or shall exist, and the owner, agent, contractor
or agent of the contractor, lessee or tenant of any part of a building
or premises in which such violation has been committed or shall exist,
and the agent, architect, builder, contractor or agent of the contractor,
or any other person who commits, takes part or assists in such violation,
or who maintains any building or premises in which such violation
shall exist, shall for each and every violation, and for each and
every day that such violation continues, be subject, upon conviction
thereof, pursuant to the Penal Law of the State of New York, to a
fine not exceeding $250 or by imprisonment for a term not exceeding
15 days, or by both such fine and imprisonment.
