The fees to be charged under the provisions of this chapter shall be determined from time to time by resolution of the Board of Trustees.
A. 
No person shall place, deposit, leave or suffer or permit to be placed or cause any materials or equipment for any building construction or other purposes to be placed upon any highway, street, sidewalk or public place of the Village, but a permit may be granted by the Village for such purpose as hereinafter provided.
B. 
Application shall be made to the Superintendent of Construction for such permit for the temporary use of a portion of the highway, street, sidewalk or public place for storage of building materials in connection with the construction of a building, and there shall be a fee for such permit for each building covered by the permit. Prior to the issuance of said permit, the Superintendent of Construction shall consult with the Superintendent of Public Works to determine that the proposed use of said portion of the highway, street, sidewalk or public place shall not constitute a traffic and/or safety hazard. Such permit shall provide the period of time and the portion of the highway, street, sidewalk or public place to be used for such purpose and shall make such other and further conditions, restrictions and regulations upon the use thereof as the Superintendent of Construction may deem necessary.
Any person who shall place, cause or permit to be placed any building materials upon any highway, street, sidewalk or public place. without first obtaining a permit therefor as hereinbefore provided, or who shall place, cause or permit to be placed in any manner or location, except as prescribed in such permit, shall be liable to a fine not exceeding $100 for each offense. Each day's continued violation of this article shall constitute a separate and distinct violation.
