No person, except children under the age of
10 years, shall ride any bicycle, tricycle, motorcycle or vehicle
of any kind or character on any path, sidewalk, lane or crosswalk
in the Village.

A. No person shall ride any bicycle, tricycle, motorcycle
or vehicle propelled by foot or motor power in the nighttime upon
any street in the Village unless the same is equipped with a light
conforming to the requirements of the Vehicle and Traffic Law of the
State of New York.
B. Every bicycle or tricycle shall have attached thereto
a bell or horn which can be heard for a distance of 100 feet, and
no such bell shall be of a size exceeding three inches in diameter.
Bicycles or tricycles shall carry, between sunset and sunrise, a white
light showing ahead of said bicycle or tricycle of sufficient power
to be visible not less than 30 feet in front thereof and, in addition
thereto, shall carry a red light or reflector on the rear thereof
conforming to the requirement for reflectors on automobiles.
C. No bicycle, tricycle or other vehicle in the Village
shall be equipped with any horn or sound-making device or bell designed
to simulate or simulating the sound of any fire apparatus, ambulance
or police car.
It shall be unlawful to play games or to coast
on any sled, cart or other vehicle upon any path, track, crosswalk.
lane, street or sidewalk in the Village unless such street is closed
and set aside by the order of the Board for such purpose.
The Board may from time to time direct that
certain streets or portions thereof shall be closed during the making
or repairs or otherwise, and such streets shall be suitably marked
with signs. Streets so marked shall be closed to all traffic, except
to persons owning or residing in dwellings upon such street, and such
streets may be entered only by such persons, or those having needful
business with persons, occupying premises on such street. Persons
who are permitted to enter a closed street for any purpose shall enter
the same at the nearest intersection to their destination and shall
leave such closed street at the first intersection available.

The fees to be charged under the provisions of this chapter
shall be determined from time to time by resolution of the Board of
Trustees.
A. It shall be unlawful for persons to assemble in any
street or on any sidewalk, crosswalk, alley or street corner in the
Village or to suffer or to cause such assemblage, or to take part
in, conduct or to suffer or to cause any parade or demonstration in
any Village street, sidewalk, alley or street corner, park or public
place, except as hereinafter provided.
B. No store or shop, through a loudspeaker device, mechanical
device, show or display or any form of window display, shall conduct
the same in such a manner or suffer the same to be conducted so that
an unreasonable number of persons shall be caused to assemble upon
any sidewalk, street, highway or alley in the Village. No window tapping
devices shall be installed or used.
C. No person conducting a store or business, for advertising
or for any other purpose, shall install in any store, building, street
or vacant lot any loudspeaking device or voice-amplifying device connected
with any radio, victrola or other sound-making device so placed as
to cause the sound thereof or any voice to be projected to or upon
any street or sidewalk or public place in the Village, and no sound
truck or similar device shall be used, parked or moved through any
of the streets of the Village except upon a permit issued therefor
as hereinafter provided.
D. The carrying of commercial advertising signs or sandwich
men on any sidewalk or street in the Village is hereby prohibited.
E. The provisions of this section shall not be construed
to prohibit lawful assemblages had with the permission and regulation
of the Board nor reasonable nor orderly picketing lawfully conducted.
F. A permit may be issued by the Village Clerk for a public assemblage, demonstration or parade in the streets of the Village upon application made in writing as provided in Chapter
187, Licenses and Permits, §
187-4. Such permit shall be granted only on the direction of the Board and shall be subject to regulation by the Board, and such permit shall specify and limit the time and place of such public assemblage or parade. No such public assemblage or parade shall be conducted at any place except as specified in such permit. The Board may require that in such public assemblages or parades, the American flag shall at all times be prominently displayed.
(1) A permit fee shall be required for each public assemblage
or parade, except that such fee may be waived by the Board for the
Fire Department of the Village and for any Memorial Day parade, and
no permit shall be required of the United States Army nor any naval
or military organizations of the United States or the State of New
York.
(2) No permit shall be granted by the Board where there
is good reason to believe that the proposed assemblage or parade will
be disorderly or tend to disturb the public peace, or to any organization
or group of persons organized for or professing to favor the overthrow
of the form of government of the United States by force.
G. The chief officers of any procession, parade, demonstration
or public assemblage for which a permit may be granted by the Board
shall be responsible for the strict observance of all rules and regulations
and restrictions included in such permit or in this chapter.
H. In the discretion of the Board, by resolution, a permit may be granted permitting the use of a sound truck or loudspeaking device in the streets of the Village in connection with a public celebration or otherwise. Application may be made as provided in Chapter
187, Licenses and Permits, §
187-4. Such permit shall specify the time and the streets through which such sound truck or loudspeaking device may be moved or used, and a permit fee of $25 per day or any part thereof during which such permission is granted shall be paid. The Board may waive the payment of such fee when such sound truck is used in connection with a public celebration or for a charitable purpose.
I. Any person being the chief officer and any person participating in a procession or parade, or using the street for public assemblage or demonstration, who shall violate the regulations, conditions and restrictions of a permit therefor or shall conduct an assemblage or parade without a permit, or at any other time or place than specified in such permit, or permit such assembly or parade to be conducted in a disorderly manner or in violation of this chapter, shall be subject to a penalty as provided in §
250-50.
J. Any person who shall operate a sound truck or loudspeaking device as provided in §
250-46H without a permit therefor or in any manner in violation of the conditions of such permit shall be liable to a fine of not more than $250 for each offense.
No person shall distribute, or cause to be distributed,
throw or suffer to be thrown or scattered any form of paper, handbill,
advertisement or printed matter in the streets of the Village except
to hand such paper, handbill, advertisement or printed matter to persons
willing to accept the same, and no person shall distribute, permit
or cause to be distributed such paper, handbill, advertisement or
printed matter by placing the same in or upon any parked automobile
at any place in the Village or place such paper, handbill, advertisement
or printed matter so that the same will be likely to litter the streets
and sidewalks of the Village.

No banner or other advertising sign or device shall be strung or erected or maintained across any street in the Village, except that a permit may be issued upon the authority of a resolution of the Board for the temporary erection of a banner across the street. Application for such permit shall be made as provided in Chapter
187, Licenses and Permits, §
187-4, and there shall be a permit fee for each banner. The permit fee may be waived by the Board where banners are strung across streets in connection with a public celebration or for a charitable purpose.
B. Any person who shall string, erect or maintain any
such banner, advertising sign or other device across any street in
the Village, except upon a permit therefor, shall be subject to a
fine of not more than $250 for each offense.

Except as otherwise provided in this article,
any person committing an offense against any provision of this article
shall, upon conviction thereof, be guilty of a violation pursuant
to the Penal Law of the State of New York, punishable by a fine not
exceeding $250 or by imprisonment for a term not exceeding 15 days,
or by both such fine and imprisonment. The continuation of an offense
against the provisions of this article shall constitute, for each
day the offense is continued, a separate and distinct offense hereunder.
