It shall be unlawful for any person to blow, place or cause to be placed leaves, hedge clippings, straw, thatch, plant stems and roots, tree stumps, shrubbery or other similar material in the street abutting the sidewalks or walking areas except as specifically provided herein.
Vegetative waste shall be collected by the Department of Sanitation at such hours as may be provided from time to time by the Board, and it shall be the duty of the residents in such areas to make such vegetative wastes available at the curbline in front of such premises at such time for removal as hereinafter provided.
A. 
Vegetative waste shall be placed in plastic bags, plastic containers or covered garbage cans suitable for the materials.
B. 
The overall capacity of such containers shall not exceed 50 pounds.
C. 
Containers shall be placed at the curbline on those days scheduled for garbage collection.
D. 
Tree branches not in excess of four inches in diameter and shrubbery shall be tied in bundles not to exceed four feet in length and 50 pounds of weight.
E. 
All items in this section must be separated from all other garbage, refuse, recyclable materials and other materials.
Any person committing an offense against any provision of this chapter shall, upon conviction thereof, be guilty of a violation pursuant to the Penal Law of the State of New York, punishable by a fine not exceeding $250 or by imprisonment for a term not exceeding 15 days, or by both such fine and imprisonment. The continuation of an offense against the provisions of this chapter shall constitute, for each day the offense is continued, a separate and distinct offense hereunder.
