Pursuant to provisions of Article 14-B, Sections 370 to 373, inclusive, of the General Municipal Law of the State of New York, a Traffic Violations Bureau is hereby authorized to be established to assist the Village Justice of the Village of East Rockaway in disposing of offenses in relation to certain traffic violations.
The Traffic Violations Bureau shall be in charge of the Village Justice and shall be open at such hours as the Village Justice of the Village of East Rockaway may designate.
The Traffic Violations Bureau as established shall dispose of violations of traffic laws and regulations affecting parking, failure to stop on streets designated as arterial highways as indicated by full stop signs and operating motor vehicles on one-way streets in any direction except in the direction indicated by signs by permitting a person charged with such offense and within the limitations herein stated to answer within a specified time to the Traffic Violations Bureau, either in person or by written power of attorney, in such form as may be prescribed in the chapter creating the Bureau, by paying a prescribed fine and in writing waiving a hearing in court, pleading guilty to the charge and authorizing the person in charge of the Bureau to make such a plea and pay such a fine in court.
Acceptance of the prescribed fine and power of attorney by the Bureau shall be deemed complete satisfaction for the violation, and the violator shall be given a receipt which so states.
If a person charged with a traffic violation does not answer as hereinbefore prescribed within a designated time, the Bureau shall cause a complaint to be entered against him forthwith and a warrant to be issued for his arrest and appearance before the court.
Such Traffic Violations Bureau shall not be authorized to deprive a person of his right to counsel or to prevent him from exercising his right to appear in court to answer to, explain or defend any charge of a violation of any traffic law, ordinance, rule or regulation.
The Traffic Violations Bureau as herein authorized shall keep a record of all violations of which each person shall be guilty, whether such guilt was established before the Village Justice or the Bureau, and also a record of all fines collected and the disposition thereof. It shall also perform such other or additional duties and keep such other or additional records as shall be prescribed by the Village Justice or the Board of Trustees.
The power of attorney referred to in § 275-51 hereof shall be in the following form:

  To the Traffic Violations Bureau of the Village Justice Court of the Village of East Rockaway, County of Nassau, State of New York: _____________________ residing at ____________________ received summons No. ___________ for violation of § ________ of the Code of the Village of East Rockaway.
  That said ______________ did violate the aforesaid on the _____ day of ______________ 19____, and the undersigned hereby waives a hearing in court and pleads guilty to the charge and authorizes the person in charge of said Bureau to make such a plea and pay a fine of $_____.
  The Traffic Violations Bureau has informed the undersigned of the right to counsel and of the right to appear in court to answer to, explain or defend any charge of violation of any traffic law, ordinance, rule or regulation, and the undersigned hereby waives such right.
  That the Traffic Violations Bureau has informed the undersigned of the provisions of § 335-A of the Code of Criminal Procedure, which states:
  "... The Magistrate, after the arrest in this state of a resident of this state charged with a violation of the Vehicle and Traffic Law, or other law or ordinance relating to the operation of motor vehicles or motorcycles, and before accepting a plea, must inform the defendant at the time of his arraignment that, upon conviction, not only will he be liable to a penalty but that, in addition, his license to drive a motor vehicle or motorcycle or, in the case of an owner, the certificate of registration of his motor vehicle or motorcycle may or must be suspended or revoked in accordance with the provisions of law governing the charge involved and must expressly inform the defendant that a plea of guilty is equivalent to a conviction after trial."
