Garages shall conform to all other applicable requirements of this chapter as well as the following provisions.

No person shall use any building, shed or enclosure as a place of business for the purpose of servicing or repairing any motor vehicle therein without a permit and/or certificate of occupancy.
No flammable liquid with a flash point below 100º F. shall be used in any garage for washing parts or removing grease or dirt unless in a special closed machine approved for the purpose or in a separate well-ventilated room enclosed by walls having a fire-resistance rating of not less than two hours with openings therein protected by approved fire doors or fire windows and with no opening from such room to any upper or lower story.
A. 
The fuel tanks of motor vehicles shall be filled directly through hose from approved pumps attached to approved portable tanks or drawing from underground storage tanks. Storage and handling of flammable liquids shall conform to Article X. No transfer of gasoline in any garage shall be made in any open container.
B. 
Garage floors shall drain to oil separators or traps discharging to sewer. Contents of oil separators or traps of the floor drainage systems shall be collected at sufficiently frequent intervals and removed from the premises to prevent oil from being carried into the sewers. Gasoline and other flammable liquids shall not be allowed to run upon the floor of any garage or to fall or pass into the drainage system. Self-closing metal cans shall be used for all oily waste or waste oils; and all flammable waste material shall be kept therein until removed from the building.
C. 
The operator of a facility dispensing any Class I flammable liquid shall keep daily records to show gallons received and gallons dispensed. Records must be made available for inspection by the Fire Inspector, any other inspector designated by the Council or Board of Fire Wardens for the purpose of determining the possibility and/or extent of any leakage from tanks or piping.

No stove, forge, torch or other device employing flame or fire shall be used in any garage, except that a permit may be granted by the City Clerk upon approval of the Fire Inspector for the use of an oxyacetylene or equivalent flame for repair work. Any boiler for furnace used in any public garage shall be located in a completely isolated room of fireproof construction.
Every public garage and every garage containing more than three motor vehicles shall be equipped with at least one approved chemical fire extinguisher and two pails of sand and such additional fire extinguishers and pails of sand as may be required by the Fire Inspector.
No portion of any existing frame building in which hay, straw or other combustible material is stored shall be used as a garage.
