No person shall overload any vehicle so as to allow the contents thereof to fall on the streets.
No person shall willfully disregard or violate any traffic regulation established by the Police Department of the City or disregard any order or instruction of any member of the Police Department.
No horse shall be left unattended in any street unless securely fastened or unless the wheels of the vehicle to which he is harnessed are securely tied, fastened or chained and the vehicle is of sufficient weight to prevent its being dragged at a dangerous speed with wheels so secured. No horse shall be unbitted in any street unless secured by a halter. No one shall remove a wheel, pole shaft, whiffletree, splinter bar or any part of a vehicle or any part of harness, likely to cause an accident if the horse should start, without first unhitching the horse attached to said vehicle.

No person shall operate or cause to be operated in or upon any street in the City of Rye an advertising vehicle without the permission of the Common Council of the City of Rye, provided that nothing herein shall prevent advertising matter from being affixed to or installed in or on any vehicle not used merely or mainly for advertising purposes if such advertising matter is not affixed to or installed in or on the top of the vehicle nor elsewhere on the vehicle where it might endanger the safety of others and if the total area of such advertising matter on any side of the vehicle does not exceed 30% of that exterior side of the vehicle.
