It is the purpose and intent of this chapter to protect, promote and preserve the health, safety and general welfare of persons residing in the Village of Springville by requiring the placement of identifying street address numbers on buildings in the village to enable emergency services personnel to respond quickly to the correct location when called upon.
A. 
As used in this chapter, the following terms shall have the meanings indicated:
STREET ADDRESS NUMBER
The unique numeric designation assigned to each building or lot by the Village of Springville department or person assigned to that task by the Board of Trustees.
B. 
The words "building," "business sign," "driveway," "lot," "person," "street," "structure" and "wall" shall have the meanings given to them in § 200-2 of Chapter 200, Zoning, of the Code of the Village of Springville.
The owner of any parcel of land in the Village of Springville upon which a building exists shall place the street address number assigned to that lot on the front face of the building located closest to the street. The number shall be affixed to the building in a prominent location facing and clearly legible from the principal street. If the building is not visible or the number not otherwise legible from the street, the number shall be permanently affixed to a mail box, post, wall, sign or other permitted structure adjacent to the entrance to the principal driveway serving the building. The number shall be composed of Arabic numerals at least four inches high and in a color contrasting with the color of the surface upon which they appear. The owner of a new building shall comply with this chapter immediately upon completion of the siding or the issuance of a certificate of occupancy, whichever shall first occur.
With regard to a lot in a business or industrial district, the location requirements of this chapter shall be deemed met if the street address number is placed on an otherwise lawful business sign clearly legible from the street and located between the street and the building on that lot closest to the street.
At the request of an owner of a building in a Village Industry District (VI) or in a Commercial Industrial Park District (CIP), the Board of Trustees may grant a waiver of the application of the provisions of this chapter in those cases where the name of the business conducted in the building that would otherwise need to be numbered is so widely known in the community that the requirements of this chapter would be superfluous. If granted, such a waiver shall not be permanent and may be withdrawn by the Board of Trustees if it should determine that, due to a change in circumstances, the waiver is no longer warranted.
It shall be the duty of the Code Enforcement Officer of the Village of Springville to enforce compliance with the provisions of this chapter.
If any part or provision of this chapter or the application thereof to any person or circumstance be adjudged invalid by any court of competent jurisdiction, such judgment shall be confined in its operation to the part or provision or application directly involved in the controversy in which such judgment shall have been rendered aTnd shall not affect or impair the validity of the remainder of this chapter or the application thereof to other persons or circumstances, and the Board of Trustees of the Village of Springville hereby declares that it would have enacted this chapter or the remainder thereof had such invalid application or invalid provision been apparent.
Any person owning a building within the Village of Springville, refusing or neglecting for 10 days after written notice from the Code Enforcement Officer to comply with the requirements of this chapter, shall be liable to a fine or penalty of not more than $100. Each week's continued violation shall constitute a separate violation. The required written notice may be given by personal service upon the owner or upon one of them if there be more than one owner or by mailing a copy thereof by certified mail to the owner at the building that is not properly numbered and, if different, to the address of said owner as shown on the most recent tax roll.
