A.
Purpose.
(1)
The City of Lewes Emergency Operations Plan with its annexes and
other attachments[1] provides a basis for coordinated emergency operations
throughout the City of Lewes prior to, during and after a disaster,
war-caused or natural.

This plan further provides planning guidance on civil defense emergency
operations for the departments and agencies of the City, as required
by Delaware Code Annotated, Title 20, Part II, Civil Defense, Chapter
31, Emergency Management.

B.
Scope.
This plan establishes the concept and policies under which the City
of Lewes will operate during an emergency.
This chapter is applicable to and directive upon all elements
of the City government and others engaged in or in support of emergency
operations.
A.
This
chapter becomes effective for planning, administrative and training
purposes upon receipt.
B.
Operationally,
this chapter may be placed in effect by one of the following actions:
(1)
The Mayor's order of a declared emergency after discussing and
coordinating with the Sussex County Administrator through the Sussex
County Emergency Center.

In the Mayor's absence, by action of the Deputy Mayor after
discussing and coordinating with the Sussex County Administrator through
the Sussex County Emergency Center.

By a declaration by the Governor.

By a Presidential declaration.
(5)
In the event of an enemy nuclear attack which may have a direct effect
upon the City, this chapter automatically becomes operational, self-initiated
and activated without command or further orders.
C.
Previously
issued publications containing material not consistent with this chapter
will be modified to agree with the plan concepts and provisions.

A.
Title
and authority. This chapter is known as "The City of Lewes Emergency
Operations Plan"; as a short title, "LEOP."

B.
Context.
(1)
The guidance contained in this plan is designed to develop a state
of readiness for all conditions of emergency, including civil disorders,
natural disasters or nuclear attack upon the United States. In concert
with federal and state civil defense plans, programs and operations,
it prescribes City-wide emergency operational procedures applicable
to the government of the City to stimulate protection and preparedness,
control emergencies and minimize the effects of a major disaster,
war-caused, natural or man-made.

It also provides for the necessary coordination with the state and
Sussex County.
C.
Mission.
The mission of this chapter is to protect life and property by preparing
for and carrying out emergency preparedness operations and to prevent,
minimize, repair and recover from injury and damage which may result
from a man-made or natural disaster.
D.
Purpose.
(1)
This chapter is designed to provide an immediate, coordinated response
at all levels of municipal government in times of emergency. This
chapter will be activated by direction of the Mayor in the event of
man-made or natural disasters.
(2)
The success of this plan will be determined by the promptness of
its implementation, the effectiveness of the City's departments
and the coordination between department heads. In addition, the workability
of the plan during any emergency will determine, to a great degree,
the confidence of the City's residents in the City government
to deal with the situation.

Many of the principles involved in this plan result from experience
in the City of Lewes and the ability of emergency plans in other communities
to cope with disorders and disasters. Each emergency contains different
problems, but, with a workable emergency operations plan and the ability
to adjust City services to emergency operation within minutes, a situation
can be contained or eliminated before it expands.

A.
The
City of Lewes shall designate, in the LEOP, the concept of operations,
the phases of emergency management, the directions and control authority
and procedures, emergency operations center, tasks to be performed,
and radiological defense monitoring and reporting.
B.
Red
Cross. The American Red Cross, Delaware Chapter, will coordinate the
activities of private agencies in providing temporary emergency shelter
for displaced families and in providing clothing and food when necessary.
A.
General.
This chapter includes the establishment of one Emergency Operations
Center which will be manned throughout any period of emergency in
the City of Lewes, plus a temporary operation center, if needed. The
Lewes Fire Hall is designated as the Emergency Operations Center.
A second or temporary center is City Hall.
B.
Emergency
Operations Center. This is the general coordination point for the
complete emergency plan. All major changes, decisions and actions
will be reported to this control point. The Mayor's staff will
report to the control point where the Mayor, or his/her designee,
will coordinate the plan among the department heads. Any questions
or "alterations" in this chapter should be reported to this control
point immediately.
