It shall be unlawful for any person or persons, firm, partnership or corporation to peddle door to door any goods, wares or merchandise of any kind, or to solicit door to door orders for goods, wares, merchandise or services, either on foot or by any other means, including but not restricted to horse-drawn vehicles, vehicles pushed by hand or vehicles propelled by bicycle or by automobile or truck, without a license from the Mayor first had or obtained or without securing a special permit without fee from the Mayor.

Any person or persons, firm, partnership or corporation who desires to obtain a license for door-to-door peddling or soliciting shall make an application to the Mayor of the City of Lewes. Fees specified on the City's website shall be paid.
All licenses issued under the provisions hereof shall expire on the 31st day of May, next following the issue thereof.
For the purposes of this article:
PEDDLING
Includes the sale or the offer to sell goods, wares or merchandise within the City limits of the City of Lewes,
SOLICITING
Includes attempting to obtain orders or business or to make appeals or requests for orders or business within the City limits of the City of Lewes.

Any person, firm or corporation violating any of the provisions of this article shall, upon conviction, be subject to a fine of not less than $25 nor more than $200 and imprisonment for a term of not less than 10 days nor more than 30 days for the first such conviction. For a second or subsequent conviction, any person, firm or corporation shall, upon conviction, be subject to a fine of not less than $50 nor more than $500 and imprisonment for a term of not less than 20 days nor more than 60 days for each such conviction. Each day that a violation of any of the provisions of this article continues shall be deemed and taken to be a separate and distinct violation.
