All references in any prior ordinance or resolution
to the Board of Commissioners or to any board, body, committee, commission,
department or office shall be taken and construed to mean such board,
body, committee, commission, department, office or officer to which
the respective functions, powers and duties are allocated and assigned
by this chapter.
Any function, office or employment not reconstituted
or continued by this chapter shall be deemed abolished, except as
otherwise provided by law.
On the effective date of this chapter, the functions,
powers and duties of personnel engaged therein and all records and
property of the Borough relating thereto, except as otherwise specifically
provided by this chapter, are transferred to the respective departments,
offices and agencies to which they are allocated and assigned by this
chapter.
All actions and proceedings of a legislative,
executive or judicial character pending upon the effective date of
this chapter are continued, and the appropriate officer or employee
under this chapter shall be substituted for the officer theretofore
exercising or discharging the function, power or duty involved in
such action or proceeding.
