A. 
All promotions made in the Police Department, with the exception of Chief, shall be made in a uniform and standardized procedure established hereunder by the Mayor and Council.
B. 
All appointments to and promotions within the Police Department are to be made by the Mayor and Council.
C. 
Within 10 days of the posting of the ranking candidates, a candidate may file a written letter of appeal. Said letter must contain the reason(s) or justification(s) for an appeal and must be submitted to the Mayor and Council. The Mayor and Council will assess the request. Such requests may address the following areas of the promotional process:

(1) 
Review and retabulation of the scored elements of the selection process.
(2) 
Review of any evaluation or internal document that was used in the selection process related to the appellant.
D. 
If the appeal impacts the results of the promotional ranking as determined by the Mayor and Council, the candidate may be permitted to be reevaluated.

A. 
All applicants for promotion to the rank of Sergeant must have at least three years of service as a patrolman in the Borough of Closter.
B. 
Promotion to rank of Sergeant will be based on the following scoring:
(1) 
Job performance (worth 48 points): based on the average scores from the previous written performance evaluation. These evaluations will be performed by supervisory officers and will include all relevant information in each officer's personnel file.
(2) 
Written examination (worth 15 points): to be administered by an agency to be selected by the Mayor and Council.
(3) 
Oral examination and appraisal (worth 30 points): a composite of interviews by the supervisory officers (10 points) and the Public Safety Committee (20 points).
(4) 
Seniority (worth seven points): two points for military duty and one point for every two years of completed service up to 10 years.
A. 
All applicants seeking promotion to the rank of Lieutenant must have served at least three years in the next lower rank in the Closter Police Department in order to be eligible for promotion.
B. 
Promotion to the rank of Lieutenant will be based on the following scoring:
(1) 
Job performance (worth 48 points): based on the average scores from the previous written performance evaluation. These evaluations will be performed by supervisory officers and will include all relevant information in each officer's personnel file.
(2) 
Written examination (worth 15 points): to be administered by an agency to be selected by the Mayor and Council.
(3) 
Oral examination and appraisal (worth 30 points): a composite of interviews by the Lieutenants and Captain (if applicable) (10 points) and the Public Safety Committee (20 points).
(4) 
Seniority (worth seven points): two points for military duty; one point for every two years of completed service as a Sergeant.
A. 
All applicants seeking promotion to the rank of Captain must have served in the rank of Lieutenant for at least three years.
B. 
Promotion to the rank of Captain will be based on the following scoring:
(1) 
Job performance (worth 48 points): based on the average scores from the previous written performance evaluation and will include all relevant information in each officer's personnel file.
(2) 
Written examination (worth 15 points): to be administered by an agency to be selected by the Mayor and Council.
(3) 
Oral examination and appraisal (worth 30 points): interviews by the Public Safety Committee (20 points) and the Mayor and Council (10 points).
(4) 
Seniority (worth seven points): two points for military duty, and one point for every two years of completed service as a Sergeant or Lieutenant.
A. 
At least 60 days prior to the date of examinations, a notice shall be posted at the Police Department announcing the following:
(1) 
The position(s) available for promotion.
(2) 
The date, time and location of the oral examinations (to be given first).
(3) 
The date, time and location of the written examinations.
(4) 
A list of study material.
B. 
In the event of a tie in the final score of two candidates, the Mayor and Council shall make the final decision.
C. 
The ranked listing shall expire three years after it is published.
D. 
The Mayor and Council reserve the right to require the top three contenders for promotion to any specific rank to be evaluated for suitability for the executive position sought by a certified professional psychologist. The results of these tests will not become part of the candidate's personnel file.
