The definitions of § 169-1 of the Code of the Borough of Closter shall apply to this article.
There is hereby established a transfer station in the Borough of Closter which shall be operated by the Department of Public Works in accordance with a schedule and regulations approved by the Mayor and Council. The location of the transfer station shall be determined by the Department of Public Works and approved by the Mayor and Council.

The Borough’s transfer station shall be closed as a dropoff point of trash, rubbish and any items described in § 169-4 of the Code of the Borough of Closter.
A. 
The transfer station shall be available to any bona fide residents of the Borough of Closter who have obtained from the Recycling Monitor a sticker which must be displayed on the vehicle for which it is issued. Residents failing to display said sticker shall be denied use of the transfer station.
B. 
Retail, commercial, industrial or other institutional facility shall not utilize the transfer station. No ashes, garbage, rubbish, garden refuse or recycling material shall be deposited at the transfer station by any retail, commercial, industrial or institutional facility. This paragraph does not apply to houses of worship or schools.

C. 
No material transferred to or from the transfer station in any sort of trailer is acceptable.

D. 
No commercial vehicles shall use the facilities of the transfer station without express written consent of the Superintendent of Public Works.
E. 
Application.
(1) 
Residents of the Borough of Closter who wish to use the transfer station must fill out an application and submit it to the Recycling Monitor. The application shall set forth the following information:
(a) 
The name of the resident.
(b) 
The address.
(c) 
The phone number.
(d)

(e) 
As to each vehicle:
[1] 
The license plate number.
[2] 
The make and model of the vehicle.
[3] 
The year of the vehicle.
[4] 
The color.
[5] 
Proof of residence and vehicle ownership must be supplied with the application.
(2) 
The Recycling Monitor shall approve all applications which he or she finds to be in order.
(3) 
Permit stickers shall be valid until December 31 of the year issued and shall be available by December 1 of the year preceding the permit year.
(4) 
Stickers will be distinguishable by different colors in each year; color shall be designated by the Recycling Monitor. Each sticker shall have a blank space wherein the Recycling Monitor shall write the license plate number of the vehicle on which the sticker is to be placed. Stickers are not transferable. Stickers shall be displayed on the passenger side window as far to the rear of the vehicle as possible.
Any person who violates any provision of this article shall, upon conviction thereof, be punished as set forth in Chapter 1, General Provisions, Article II, Violations and Penalties, of this Code.
Enforcement of this article shall be by the Borough of Closter Police Department, the Borough of Closter Department of Public Works and the Borough of Closter Board of Health.
