Hereafter, no plenary retail distribution license shall be issued unless or until the number of such licenses issued and outstanding shall be less than 15; when the number of such licenses issued and outstanding shall be less than 15, new licenses may be issued but no new licenses may be issued which will cause the number issued and outstanding to be greater than 15.
No new plenary retail distribution license shall be issued for any premises within 500 feet of any other licensed premises for which a plenary retail distribution license shall then be issued and outstanding.
Plenary retail distribution licenses may be transferred from one premises to another premises, provided the premises to which the transfer is sought is not within 500 feet of a licensed premises for which a plenary retail distribution license has been granted.
Nothing herein contained shall prevent the transfer of any plenary retail distribution license from person to person as provided in Chapter 257, P.L. 1935,[1] and said transfer shall not be affected by the limitation placed upon the issuance of new licenses.

Nothing herein contained shall apply to the issuance of renewals or licenses already issued and outstanding at the passage of this article, nor to the renewal of licenses issued or transferred in accordance with this article.
This limitation shall apply to all licenses which have been surrendered or revoked.

Anything contained herein to the contrary notwithstanding, the number of plenary retail distribution licenses shall be further subject to such limitations as may be promulgated by acts of the New Jersey State Legislature.
