The holder of a limited retail distribution license, subject to the rules and regulations established from time to time by the State Commissioner of Alcoholic Beverage Control, shall be permitted to sell for consumption off the licensed premises, but only in original containers, any unchilled brewed malt alcoholic beverages in quantities of not less than 72 fluid ounces.

Not more than 13 limited retail distribution licenses shall be issued and outstanding at the same time in the Town of West New York.

Anything contained herein to the contrary notwithstanding, the number of limited retail distribution licenses shall be further subject to such limitations as may be promulgated by acts of the New Jersey State Legislature.
