Nuisances are hereby defined and declared to include and embrace any pool, ditch, urinal, cesspool, drain or pit, on any lot or street in the Town of West New York.
The casting, throwing, draining or causing to be cast, drained or discharged into any public street or private property, gutter or place within the Town, any slops, kitchen water, sewage waste, laundry water or other liquids is hereby prohibited.
No person shall suffer any slops, dirty water or other liquid of offensive smell or otherwise nauseous or unwholesome matter to flow from his or her house or premises, or throw or deposit the same or any garbage or other offensive refuse, such as paper, into or upon any street, gutter, sidewalk, alley or public ground.
It shall be the duty of all owners, lessees, tenants or occupants of any and all buildings to keep the gutters and sidewalks in front of such buildings free from any offensive substance or any dirt, rubbish, water, snow, ice, stones, paper or any other thing dangerous to health, life or limb.
It shall be the duty of the owner of any house or building erected upon a lot of land adjoining a street in which a public sewer is located to properly connect the same with such sewer so that all drainage and sewage of and from such house or building shall pass and flow into such sewer.
No swill bins, urine of animals or other offensive animal substances, nor any stinking, noxious liquid or other filthy matter of any kind shall by any person be allowed to run or fall from out of any building, vehicle or erection into or upon any street or public place or to be taken or put therein, except as herein elsewhere provided.
No person shall drain off or allow to run into any ground, street or place the contents of any vault, cistern, cesspool or sink or permit the contents of any part thereof to flow therefrom.
The overflow of any foul liquids or gases into any place where, they may become injurious to health or the keeping or forming of such sunken places or excavations upon any lot or land as accumulating foul water or offensive animal matters is hereby prohibited.
No water nor any other liquid shall be allowed to run from any building or lane upon or across any sidewalk or street or any public or private place causing any foul or offensive odor or of such a character as to breed mosquitoes.
No person or persons shall place or throw or cause to allow to be thrown, having power to prevent the same, on any street, sidewalk, highway, road or other place wherein the public has a right to be, any broken glass, crockery, iron, wire or other matter dangerous to life, limb or health of man and beast.
