No animal affected by an infectious or contagious disease shall be brought or kept within the limits of the Town of West New York.
No person shall be allowed to own or harbor a dog or other animal which shall by noise disturb the quiet or repose of any person residing in the vicinity of said dog or other animal to the detriment of life or health.
Every stable or apartment in which any horse or any other cattle shall be kept shall be provided with underground drainage and be in a clean and healthful condition, and the said stable flooring shall be of a concrete bottom, watertight covering and shall be subject to the approval of this Board.
Every veterinary surgeon who is called to attend any animal in this Town which has or is suspected of having glanders or farcy, or of having hydrophobia or any other dangerous or communicable disease, shall report in writing to this Board within 24 hours after his first visit to the owners of such animal, the name and address of any such owner and the nature of the disease of the animal.
Any animal which has been exposed to any contagious or communicable disease shall be quarantined, subject to the order of this Board.
