The driver of a vehicle shall yield the right-of-way, slowing down or stopping if need be to so yield, to a pedestrian crossing the roadway within a crosswalk described in Schedule XXII (§ 193-56), attached to and made a part of this chapter, when the pedestrian is upon the half of the roadway upon which the vehicle is traveling or when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger.

The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
The parking of vehicles is hereby prohibited on all highways within the Town of Evans between 12:00 midnight and 7:00 a.m., from November 1 to April 1.

A. 
No person shall park a motor vehicle at any time upon a sidewalk, designated bicycle lane, or shared-use path unless to comply with the direction of any law enforcement officer or other person authorized to enforce this rule.
B. 
In addition, no person shall park a motor vehicle at any time upon any of the highways or parts thereof described in Schedule XI (§ 193-45), attached to and made a part of this chapter.
No person shall park a vehicle in any of the locations described in Schedule XII (§ 193-46), except in compliance with the restrictions set forth.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§ 193-47), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§ 193-48), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule XV (§ 193-49) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stop a vehicle during the times specified in Schedule XVI (§ 193-50) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall stand a vehicle during the time specified in Schedule XVII (§ 193-51) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.[1]

No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XVIII (§ 193-52), attached to and made a part of this chapter, except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XIX (§ 193-53), attached to and made a part of this chapter, are hereby designated as fire lanes. No person shall stop, stand or park a vehicle at any time upon any of the streets and rights-of-way or parts thereof described in said Schedule XIX (§ 193-53).
The locations described in Schedule XX (§ 193-54), attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in Schedule XXI (§ 193-55), attached to and made a part of this chapter, are hereby designated as taxi stands.
