[HISTORY: Adopted by the Board of Trustees of the Village of Massena 9-22-1969 as Part I, Arts. I and II, of the Appendix of the 1969 Code; amended in its entirety 9-4-2001 by L.L. No. 2-2001. Subsequent amendments noted where applicable.]
The authority of the Police Department of the Village of Massena, New York, extends over the territory embraced within the boundaries of said Village as they now exist or may be hereafter established by law.
A. 
The Chief of Police is the Chief Executive Officer of the Police Force, and is subject to the orders of the Mayor and Board of Trustees. He has general supervision over the entire Police Force: he is held responsible for the enforcement of these rules, for the preservation of order and the enforcement of law and the ordinances of the Village of Massena. He shall make and file monthly with the Board of Trustees a written report concerning the operations of the Police Force. The Chief of Police shall at all times be subject to the rules and regulations of the Board of Trustees of the Village.

The Sergeants shall exercise supervision over the Patrolmen and perform such other duties as from time to time may be assigned them by the Chief or Lieutenant.
A. 
Appointments to the Police Department shall be regulated by the New York State Civil Service Commission and the St. Lawrence County rules for the Classified Civil Service.
B. 
Upon completion of the probationary period, the Chief of Police shall submit to the Village Board a report on the performance of the patrolman with recommendations to approve or disapprove his application for permanent appointment.
A. 
The Chief of Police shall be responsible for implementing rules, regulations, policies and procedures for the Police Department that shall govern the operations of the Department and support the Department's mission.
B. 
A Policy Manual shall be formulated at the Chief's direction, and each member of the Department shall be provided with a copy of it and provided any updates, revisions, changes or additions made to it.
The duties of the members of the Department shall be determined by the Chief of Police and will be contained in the Policy Manual.
