For the purposes of this chapter, the following
terms shall have the meanings indicated:
The type of project or acquisition which fits within any
of the following categories:

Not later than November 1 of each year, the
following principal Town agencies and officials shall submit any requests
for capital improvement projects to the Barrington Planning Board:
A.
Tax Assessor.
B.
Board of Canvassers.
C.
Park and Recreation Commission.
D.
Town Treasurer.
E.
Building Official/Zoning Officer.
F.
Department of Public Works.
G.
Fire Department.
H.
Police Department.
I.
School Committee.
J.
Town Clerk.
K.
Town Council.
L.
Town Manager.
M.
Cemetery Commission.
N.
Library Board of Trustees.
O.
Conservation Commission.
P.
Civil Defense Director.
Q.
Public Welfare Director.
R.
Such other agencies as may be appointed or created
from time to time.
Requests for capital improvement projects shall
be submitted on forms supplied by the Barrington Planning Board in
accordance with instructions contained in the Capital Improvement
Manual to be prepared and supplied to each participating agency and
official by the Planning Board. When completed, a copy of each request
form shall be forwarded to the Town Manager by the requesting agency
or official. Each request shall be reviewed by the Planning Board
in the light of current development plans and programs of the Town
of Barrington. Nothing herein contained shall be deemed to preclude
the right of any individual to submit a request for a capital improvement
project, provided that such request is prepared and submitted in accordance
with the procedure above set forth.
In evaluating requests and recommending a capital
improvement program, the Planning Board shall establish a priority
for all projects, based on the following criteria:

Protection of life.
B.
Maintenance of the public health.
C.
Protection of property.
D.
Conservation of resources.
E.
Provision of necessary public services.
F.
Replacement or improvements of obsolete facilities.
G.
Reduction of operating costs.
H.
Public comfort and convenience.
I.
Provision of public recreation.
J.
Social, cultural or aesthetic values.
K.
Promotional values.
The Planning Board and the Town Manager shall
jointly review the requests with respect to the financial resources
of the Town and shall prepare a schedule showing the effect of requested
projects upon the current annual budget and the future debt and debt
service charges for the Town.

Not later than February 15 of each year, the
Planning Board shall present to the Town Manager and make public a
recommended Capital Budget and Capital Improvement Program for the
following six-year period. The first of this six-year program shall
be designated as the "capital budget." The Town Manager shall consider
this recommended program in assembling the budget.
