All appointments and promotions shall be made according to merit and fitness to be ascertained by examination of applicants.
A. 
Examinations of applicants for positions of Town employment shall be in such form as prescribed by the Personnel Director.
B. 
Tests shall be designed to discover the relative capabilities of individuals for duties of the position for which they are conducted.
The Personnel Director shall arrange for the conduct of the examinations.
Each competitor shall be given written notice of the results of the examination in such manner and form as the Personnel Director shall prescribe.
At the discretion of the Personnel Director, examinations may be given to full-time employees to determine their proficiency in their job, to classify their positions and to determine their general qualifications.
The Personnel Director shall, if they deem it desirable, conduct exit interviews with employees terminating their service with the Town. The purpose of such interviews shall be to gain a better understanding of the cause of employee turnover and to recommend improvements in personnel rules and regulations, pay classifications or training and promotions based upon this information.
