A. 
The Township Manager, the Chief of Police, and/or an authorized designee shall have the following powers to regulate traffic and parking temporarily in time of emergency:
(1) 
In case of fire, flood, storm or other man-made or natural disaster, to establish temporary traffic and/or parking regulations.
(2) 
In the case of emergency or to facilitate public works, or in the conduct of parades, processions or public events, to restrict or prohibit traffic and/or parking in limited areas for periods of not more than 72 hours, which can be extended by order of the Township Manager, Chief of Police, and/or an authorized designee.
(3) 
In case of hurricane, flood, or other man-made or natural disaster, to clear trees and/or other hazards from any road in the Township.
(4) 
In case of an emergency, to regulate traffic and parking in the entire Township or any necessary portions/parts of the Township.
B. 
Such temporary and emergency regulations shall be enforced by the Police Department in the same manner as permanent regulations. Any person who shall operate or park any motor vehicle, tractor, trailer, boat and any other vehicle as defined under the Pennsylvania Motor Vehicle Code in violation of any such regulation, or who shall move, remove, destroy, injure or deface any sign or marking erected, posted or made to give notice of any such regulations, shall, upon conviction thereof, be liable to the penalty set forth in the law or elsewhere in this chapter for a violation of such nature.

In order to facilitate the movement of traffic to combat the hazards of snow, ice, other weather-related hazards, or other man-made or natural disaster on Township roads and highways, the Township Manager, the Chief of Police, and/or an authorized designee, in his/her discretion, may declare an emergency due to such hazards.
B. 
Any emergencies declared by the Township Manager, the Chief of Police, and/or an authorized designee will be announced through the local radio, local newspaper, Ready Notify and/or other available media, including the Township website.
C. 
Whenever an emergency has been declared using one of the above media, it will be terminated by the same media as soon as reasonably practicable.
A. 
After any such emergency has been declared, it shall be unlawful during the period of such emergency for any person to park any vehicle, or to allow the same to remain parked, on any road throughout the Township.
B. 
The Township Manager, the Chief of Police, and/or an authorized designee may, in his/her discretion, prohibit the operation of any vehicle on any such road, highway or portion when any such emergency has been declared.
On all streets throughout the Township, whenever the depth of snow on each individual street shall reach an accumulation that requires plowing of the streets, parking shall be prohibited until such time as 12 hours after cessation of the snow has passed or the street is cleared of snow and ice, whichever occurs last. If the accumulation of snow occurs between the hours of 9:00 p.m. and 9:00 a.m., vehicle owners will have until 9:00 a.m. to remove their vehicles from the street, and parking will be prohibited for a period of 12 hours starting at 9:00 a.m.
After each fall of snow or sleet, or after ice has formed on any sidewalk situate in the Township, it shall be the duty of the owner, tenant or occupant of the property on which such sidewalk is located to completely clear and remove all such snow, sleet or ice from such sidewalks to keep them safe for pedestrian travel, but in no event shall such snow, sleet or ice remain on sidewalks more than 24 hours after cessation of such snow, sleet or ice.
It shall be illegal to throw, shovel or plow snow into or on any highway, road or street within the Township from an adjoining property. Any such offense shall be subject to the violations and penalties enforceable under this article.
The Township Manager, the Chief of Police, and/or an authorized designee are hereby authorized to remove and impound or to order the removal and impounding of any vehicle parked on any of the streets, highways or public property in the Township in violation of any provision or any ordinance of the Township. The removal of such vehicle(s) shall be in conformity with the provisions of Chapter 206.
