except where such construction would be unreasonable.
Throughout this Code, the word "includes" or "including" means, unless
the context requires otherwise, includes or including by way of illustration
and not by way of limitation.
Throughout this Code, the words "may not" have a mandatory negative
effect and establish a prohibition.
Throughout this Code, references occasionally appear to some action
taken or restricted based on the effective date of the applicable chapter
or similar designation. Substitution of words such as "chapter" for "this
ordinance" and similar substitutions are merely stylistic and the provisions
should be construed as of the appropriate date under the relevant statute
or ordinance rather than the effective date of this Code.
The provisions of this Code are severable unless a provision specifically
provides otherwise. The finding by a court that any provision included in
this Code is unconstitutional and void does not affect the validity of any
other provision of this Code, unless the court finds that remaining provisions
alone are incomplete and incapable of being executed in accordance with legislative
intent.
