[HISTORY: Adopted by the Board of County Commissioners of Queen Anne's
County by Ord. No. 97-01. Amendments noted where applicable.]
Throughout this Code, the singular includes the plural, and vice versa,
except where such construction would be unreasonable.
Throughout this Code, the word "includes" or "including" means, unless
the context requires otherwise, includes or including by way of illustration
and not by way of limitation.
Throughout this Code, the words "may not" have a mandatory negative
effect and establish a prohibition.
A.
Catchlines. Section, subsection, or similar catchlines
and chapter, article, and part headings throughout this Code are intended
as mere catchlines to indicate context of referenced provisions and may not
be construed as part of the law.
B.
Editor's notes. Throughout this Code, editor's notes
are included to explain the history of referenced provisions and explain for
the benefit of the reader changes incorporated into the revision.[1] Editor's notes are included only for explanatory purposes and
may not be construed as part of the law.
[1]
Editor's Note: Historical information included in the bold-faced histories
of individual chapters, parts and/or articles as well as in sections and subsections
when applicable.
Throughout this Code, references occasionally appear to some action
taken or restricted based on the effective date of the applicable chapter
or similar designation. Substitution of words such as "chapter" for "this
ordinance" and similar substitutions are merely stylistic and the provisions
should be construed as of the appropriate date under the relevant statute
or ordinance rather than the effective date of this Code.
B.
Pending actions or litigation. Any pending administrative,
civil, or criminal action may not be affected by the adoption of this Code
and, to the extent any action or proceeding is pending at the time of this
Code's adoption, the action or proceeding shall be processed as if the relevant
law or ordinance remained in effect.
The provisions of this Code are severable unless a provision specifically
provides otherwise. The finding by a court that any provision included in
this Code is unconstitutional and void does not affect the validity of any
other provision of this Code, unless the court finds that remaining provisions
alone are incomplete and incapable of being executed in accordance with legislative
intent.
