[Adopted as § 13-301 of the 1983 Public Local Laws of Queen Anne's County]
A. 
As used in this section, the following terms shall have the meanings indicated:
CONVICT
A person who has been convicted of any offense in the Circuit Court for Queen Anne's County or in the District Court and committed to the County Detention Center.
B. 
Manual labor. The County Commissioners may employ any convict, or cause any convict to be employed, to perform manual labor:
(1) 
Repairing the public roads of the County;
(2) 
Repairing the public streets of a municipal corporation in the County; or
(3) 
Cleaning or maintaining any publicly owned building or property of the County.
C. 
Regulations. The County Commissioners may adopt regulations to carry out this section, including regulations to prevent the escape of any convict while employed.
