The Department may divide the Sanitary District into solid waste subdistricts if the Department determines that the division will:
A. 
Best serve the needs of the Sanitary District;
B. 
Promote convenience and economy of operation; and
C. 
Permit the raising of revenue.
A. 
Supervision of collection and disposal. The Department shall supervise the collection and disposal of refuse in the County.
B. 
Rules. The Director may establish rules consistent with this Part 2 concerning the days of collection, types and locations of waste containers, and other matters pertaining to the collection, storage, or disposal of refuse.
C. 
Enforcement of tipping or dumping fees. The Director shall enforce and collect tipping or dumping fees for refuse as may be established by the County Commissioners.
A. 
Permit required A person may not collect and haul refuse as a service to others in the County unless the person obtains a solid waste collection permit from the Director.
B. 
Exception. A person may haul refuse generated solely on the person's premises without a permit.
A. 
Scope. This section applies to a person who:
(1) 
Desires to personally collect and dispose of refuse that they have produced;
(2) 
Desires to personally collect and dispose of refuse that is accumulated on premises that the person owns;
(3) 
Desires to dispose of waste material not included in the definition of refuse; or
(4) 
Is not in a solid waste subdistrict that provides collection service.
B. 
Requirements. A person subject to this section shall:
(1) 
Use a watertight container with a tight cover; and
(2) 
Haul the refuse in such a manner as to prevent:
(a) 
Offensive odors from escaping; and
(b) 
The refuse from being blown, dropped, or spilled.
Ownership of refuse material set out for collection shall be vested in the collector as of the time of collection.
