A. 
In general. A person shall apply in writing to the Director for a solid waste collection permit to collect and haul refuse.
B. 
Forms. The Department shall prescribe and provide the forms used in an application.
C. 
Information. An application shall contain:
(1) 
The name, address, and telephone number of the applicant;
(2) 
The type of equipment to be used;
(3) 
The method of confining waste material;
(4) 
The service area; and
(5) 
Other information as the Director may require to assure compliance with this Part 4.
On receipt of an application for a solid waste collection permit, the Director shall examine the documents and data submitted with the application and conduct an official inspection of all collection equipment to be used by the applicant. If it appears that the proposed solid waste collection service is in compliance with this Part 4 and all other laws of Queen Anne's County, the Director shall issue a permit for the operation of the proposed service within 30 days.
A permit and any inspection fee of whatever reasonable sum the Director may prescribe shall be paid to the County at the time the application is filed. A collector is also subject to and shall pay dumping or tipping fees as may be established by the County Commissioners.
A solid waste collection permit is subject to renewal annually. Renewal shall be granted following a reapplication procedure.
