The standards set forth in this article are minimum standards. If the requirements of this Part 4 are stricter than the requirements of another law, then this Part 4 shall apply. If the requirements of another law are stricter than the requirements of this Part 4 then the other law shall apply.
A. 
In general. The Department shall enforce the collection standards established in this section.
B. 
Collection and transportation practices. Solid waste shall be collected and transported in such a manner as to prevent public health hazards, safety hazards, and nuisances.
C. 
Equipment. Collection and transportation equipment shall be designed and constructed so as to be leakproof, easily loaded, readily emptied, and easily cleaned.
D. 
Enclosure. Waste shall be enclosed or covered to prevent roadside littering, attraction of vectors, or creation of other nuisances.
E. 
Spillage.
(1) 
A hauler shall clean up immediately any waste that has spilled onto public roads or property.
(2) 
Failure to immediately clean up any spillage of waste is a violation of this Part 4.
F. 
Vehicle identification. Vehicles shall have the name, address, and telephone number of the collection service operator printed legibly on each side of the vehicle in letters not less than 1.5 inches (3.8 centimeters) high and not less than 0.75 inch (1.9 centimeters) wide.
G. 
Disposal.
(1) 
Solid wastes for disposal shall be hauled to a site or facility legally empowered to accept it for processing or disposal and shall be delivered only during established hours of site or facility operation.
(2) 
The Director may restrict the use of transfer stations, landfills, and other disposal sites to individual households and may direct industrial concerns, commercial concerns, and private collection services to other sites.
H. 
Receptacles. Receptacle covers shall be securely placed on the receptacle by the collector, and the receptacle shall be placed so as not to impede traffic or endanger the safety of the public.
I. 
First-aid kits. Vehicles shall be equipped with a first-aid kit.
J. 
Gloves. Collectors shall wear heavy-duty gloves when handling refuse.
